The project will be coordinated and managed by Mr. Schertler. He will be responsible for all aspects <br /> of the process,work product and communication with the county. Mr. Schertler will ensure that the <br /> team works in tandem and accomplishes all of the tasks on time and on budget.Mr. Unmacht and Ms. <br /> Klumpp will focus on the governance,organizational design and cultural areas and facilitation as <br /> needed. Ms. Huot and Ms.Aho will focus on the financial capacity of Washington County and <br /> possible operational roles and responsibilities that Washington County may consider to undertake. <br /> Each of the primary team members is supported by staff within their respective group. The support <br /> personnel will be involved in the project to assist at various stages including interviewing,data <br /> collection,data analysis, logistics and general administrative responsibilities.These names will be <br /> provided to the project team at the beginning of the study. Furthermore,as the project moves <br /> forward,issues arise and needs develop that sometimes are unforeseen; in these instances,we have <br /> the resources and capacity,within the identified budget,to bring in experts with the skills and <br /> experience to support and augment the work to deliver the best product possible. <br /> Scope of Work Tasks <br /> Section A. Assessment: Springsted has been in contact with Adeel Ahmed at the University of <br /> Minnesota Extension Regional Center seeking their assistance in providing the community <br /> assessment. Mr.Ahmed's group provides community assessments that"profile"the local <br /> economy that will address the industry trends outlined in the first half of the Scope A. He has <br /> indicated that he needs a bit more clarity on the relationship between housing and jobs before <br /> he can address that issue. (An observation we share). Mr.Ahmed was unsure whether he could <br /> "joint venture"with Springsted on the Washington County RFP. We felt no need to enter into <br /> any exclusive agreements with Mr.Ahmed and in the spirit of the County's desire for the <br /> consultant to use readily available data and focus on the analysis and recommendations; it is <br /> Springsted's intention to retain Mr. Ahmed's service should we be awarded the contract. <br /> The Springsted team of professionals will be devoting our expertise to the available resources <br /> for current and future businesses such as loan funds,tax incentives,development and <br /> redevelopment programs. In addition,the Springsted team will be evaluating the current <br /> financial and organizational capacity of Washington County and its communities to engage in <br /> economic development. We propose that the Assessment Task will cost$11,500. <br /> Section B. Plan/Strategies: Task B and C will likely entail some overlap given the nature of using <br /> Listening Sessions to inform the creation of the Strategic Plan. Springsted has recent experience <br /> with assisting Anoka County in facilitating the creation of their own Economic Development <br /> Authority. Drawing on this experience,we anticipate that gathering together the best practices and <br /> facilitating and educating the stakeholders on the pros and cons of various models and completing a <br /> final report including analysis,recommendations and action plan will cost$30,000. <br /> Section C. Meetings and Presentations: As mentioned above, some of the meetings with the <br /> Economic Development Work Group and the Listening Sessions with stakeholders are priced in <br /> Section B. The reason for this is that our meeting preparation time may involve tasks outlined <br /> in Section B. Assuming we have two of our senior consultants at 10 meetings of two hours in <br /> length, and assuming approximately two hours of preparation for each meeting. Using our <br /> blended hourly rate of$190 we estimate that Task C to cost$15,200. <br /> Springsted Washington County,Minnesota.
