majority of this work was completed after Mr. Unmacht left Scott County employment,the <br /> conversations began during his tenure with the County and Scott County's recent experience can <br /> serve as a valuable guide and resource for Washington County's initiative. <br /> Preparing an economic development assessment and strategic direction does not have to be <br /> complicated and confusing. In short, it is simply a deliberate and intentional engagement to <br /> understand where the County has been, where you are today and where you want to go in the <br /> future. The process and outcomes will be effective tools in four distinct ways: <br /> • Decision-Making—to assist you in making choices about the County <br /> • Leadership—to assist you in identifying and establishing strategies <br /> • Management—to operationalize your plans and accountabilities <br /> • Communication—to inform others about your plans and priorities <br /> There are many clear benefits to an assessment and planning process. A sample of them <br /> includes the following: <br /> • Strengthen relationships within the County <br /> • Provide a road map to get where you want to go <br /> • Improve ability to focus on most important priorities and issues <br /> • Provide direction on where to allocate limited resources <br /> Improve accountability and capacity to measure performance and outcomes <br /> • Coalesce staff around common goals and priorities <br /> • Create a common vision to enhance organizational effectiveness <br /> • Assist in defining roles and responsibilities <br /> • Communicate the important County priorities <br /> • Create partners and advocates with your stakeholders <br /> 3. Detail on How the Firm will Approach Each Activity in the Scope of Work <br /> The key to our organizational approach is the role of the project manager,Mr. Schertler who has <br /> the single-point of responsibility and accountability. Project managers have the responsibility of <br /> planning, executing and delivering all products and services requested in accordance with <br /> contract terms. As part of management responsibilities,the project manager oversees all work <br /> under the contract, provides input on every aspect of the project and coordinates the various study <br /> areas.As noted earlier,the project manager will meet and interact with representatives of the <br /> cities on a regular basis to discuss the project schedule and status of work and related issues. <br /> The team consists of three primary consultants(Tony Schertler, David Unmacht and Mikaela Huot) <br /> are conveniently located less than a few minutes from the participating cities and Washington <br /> County. This will ensure greater accessibility and will promote an incomparable ease in <br /> communication and scheduling flexibility.
