Any Potential Conflicts <br /> As an independent financial advisor, Springsted only works for public sector entities. Our <br /> corporate culture is one of keen awareness and avoidance of possible conflicts of interest. In <br /> the scope of work outlined by Washington County, we do not foresee a conflict of interest <br /> arising. We do anticipate that as the strategic plan facilitation with stakeholders proceeds,that <br /> divergent interest may arise by virtue of variable benefits that might accrue depending on the <br /> location and type of economic development event. However,the role of the Springsted team <br /> would be to simply illustrate the strengths and weaknesses and fiscal impacts of the desired <br /> effort,a role requires us to be neutral. Since we do not represent private industry or real estate <br /> developers, we foresee no conflicts generated by possible incentives provided to such entities. <br /> 8. Economic Development Library and Research Capabilities <br /> Springsted's staff includes a full time research librarian who provides assistance on economic <br /> development, redevelopment and housing research. <br /> Our research library contains the latest information from numerous sources to assist in tasks <br /> associated with technical project analysis. A sample of this information is as follows: <br /> • Regional mall sales per square foot <br /> • Gross profit margins for a variety of industry sectors <br /> • Building coverage ratios and parking requirements per industry sector <br /> • Sample development policies from numerous states covering a variety of tools and issues <br /> including revolving loan funds,tax increment,tax abatement and business subsidies <br /> • Comprehensive lease rate and land sale information from several <br /> different major markets <br /> • Public assistance thresholds and components for projects nationwide <br /> Additionally,we utilize outside research databases such as Dun&Bradstreet, Hoovers Handbook <br /> Data,NEXIS, Thompson and Bloomberg Financial and the PACER system which allows us to <br /> research federal court documentation on bankruptcies, liens, lawsuits and other information <br /> pertaining to developers' or business prospects' credit and performance capabilities. <br /> In addition, as mentioned above, it would be our intention to engage the University of <br /> Minnesota Regional Extension Services for the Economic Assessment portion of the proposal <br /> and they will bring the depth of their research resources. <br /> Springsted Washington County,Minnesota.
