BACKGROUND MEMO FOR EDA MEETING OF MAY 12, 2005 3. EDA MEETING OF APRIL 18, 2005 City staff recommends the Board approve the minutes for the April 18, 2005 meeting as presented. 4. GUEST SPEAKER—DAVE DOBOSENSKI-FAIRVIEW LAKES REGIONAL HEALTHCARE SYTEM Fairview Lakes Regional Healthcare System is preparing to locate a clinic within the City of Hugo. Dave Dobosenski is the Chief Operating Officer of Fairview Lakes and will be in attendance to discuss the details surrounding the new clinic. Staff suggests the EDA take the opportunity to welcome this exciting new business into the community. 5. MAY 5, 2005 TIF SUBCOMMITTEE REPORT At the April 18, 2005 joint City Council and EDA meeting, Council and EDA members listened to a Power Point presentation from Paul Steinman and Mikaela Huot of Springsted and Mary Ippel of Briggs and Morgan explaining Tax Increment Financing. The Council and EDA appointed a subcommittee to draw boundaries for a potential TIF District. The TIF subcommittee consists of Frank Puleo, Mike Granger, Teresa Charpentier and Nick Skarich. The Committee met on May 5, 2005. Puleo and Charpentier were absent, and Miron sat in as an alternate. The Committee set preliminary TIF boundaries for further discussion at a subsequent subcommittee meeting. City staff will provide a summary of the meeting, and requests direction from the EDA as to the next steps— �_ r�r�-�-� ��v�—� 1 6. UPDATE ON RFP ON CITY LOT IN BEIP 5TH ADDITION With direction from the EDA and City Council, the City staff prepared an RFP and sent it to over 50 developers, posted it on the City's website, the League of Minnesota Cities website, and listed it on the Minnesota Commercial Realtors Property Database. So far the staff has received numerous promising phone calls in response to the RFP. Proposals are due on May 27, 2005, and will be reviewed by the BEIP subcommittee (Granger, Skarich, Klein). Results of the RFP will be made available to the EDA at the next meeting. 7. UPDATE ON PURCHASE OF OLD ANTIQUE STORE AND JIM POWELL'S HOUSE CD Director Bryan Bear will provide an update to the EDA related to the City's purchase of these two properties.
