until the final plat has been recorded with the Washington County <br /> Recorder, and utility/road improvements are substantially <br /> completed (as determined by the City) . This provision <br /> specifically requires that the surface water drainage system must <br /> be substantially completed and functioning to the satisfaction of <br /> the City. <br /> g) All fees relating to this subdivision shall <br /> be paid by the Developer, including the cost of recording <br /> documents with Washington County. <br /> h) Plat approval shall be contingent upon full <br /> compliance with this Development Agreement. <br /> i) Any exterior lighting or advertising <br /> activities on the site must be approved by the City. <br /> j ) Drainage and erosion control methods for this <br /> development shall be completed prior to the City accepting the <br /> roadway or the public improvements serving this Development.
