BACKGROUND: <br />Hugo City Code requires a Special Event Permit approved by Council for any event that <br />expects over 200 people in attendance, includes amplified music or sound, and/or extends <br />after dusk. <br />2. DESCRIPTION OF EVENT: <br />Woods of Terror and Spooktacular is a Halloween event to take place on the Woodloch <br />Stable (Ramberg) property, 5676 170th Street North, and on approximately 35 acres of the <br />Macalus property adjacent to the activity area on the Ramberg site. The event will take <br />place from September 29th to October 31St and is expected to draw approximately 16,500 <br />people during that time. There are two parts to this event. <br />Spooktacular Fall Harvest. -This is a family event to be held between 10 a.m. and 5 p.m. <br />on Saturdays and Sundays beginning on October 6 until Halloween weekend. There will <br />be activities for kids and a daytime haunted trail walk through the woods. The activities <br />are listed on their application. <br />Woods of Terror -This is an event for 14+ years of age and consists of a 35-45 minute <br />haunted walk through the woods on an established trail. From Sunday -Thursday <br />beginning on September 29, the haunted trail will be open from 7:30 p.m. with no entry <br />after 10 p.m. On Fridays, Saturdays, and Tuesday, October 31St (Halloween), no entry <br />will be permitted after 11 p.m. All visitors will be off the premises by midnight. <br />Below are details of the event. <br />• Cost <br />Admission fee for the Woods of Terror will be $20/person, and the fee for <br />Spooktacular will be $10/person. There is also a $5/car parking fee. <br />• Traffic <br />Parking on the site should be sufficient to move cars off the street and into the <br />parking lot efficiently. If there are issues with traffic backup on 170th Street, the <br />City will require an amendment to their plan to provide for more parking and/or <br />
