An abatement hearing was scheduled for September 5, <br />2017; however, Mr. Schultz was unable to attend. The hearing has been rescheduled to this <br />evening. <br />L.2 Discussion on Proposed Oneka Lake Blvd/Harrow Avenue Road Proiect <br />The Oneka Lake Boulevard and Harrow Avenue Roadway Improvement Project is the City's <br />next highest priority improvement project. Staff is requesting City Council identify this as the <br />2018 Roadway Improvement Project and authorize staff to begin preliminary work on this <br />project. Staff is recommending that a neighborhood meeting be scheduled for October 19, 2017 <br />at 7:00 p.m. in the Rice Lake Center. <br />I.3 Discussion on 13011 Street North Street Improvements <br />Improvements to 130th Street have long been considered. These improvements were thought <br />best to be completed in relation to development of the large tracts of land on the north side of <br />130th Street. With the Adelaide Landing development underway and development fees being <br />collected for the reconstruction of 130th Street, staff is requesting authorization to begin <br />preliminary design activities for an anticipated 2019 improvement project. This will allow staff <br />to make sure elements with the adjacent development are properly coordinated with future <br />roadway components along with giving staff ample time to work with adjacent land owners on <br />various components of the project. <br />I.4 Discussion on Forest Road Bridge <br />The Forest Road Bridge that spans over JD2 on the west side of TH 61 was inspected in 2016. <br />That inspection led to the removal of accumulated class 5 aggregate surfacing on the bridge and <br />weight restriction postings (lower than the weight of our motor grader). There are not records or <br />bridge plans for this structure, therefore assumptions based on the typical construction materials <br />and design at that time were made to determine its load carrying capacity. The bridge is a single <br />span concrete slab bridge that was built in 1920 with substandard elements (17 -ft wide, <br />approaches, lack of barrier etc.). Staff is requesting authorization to evaluate a number of <br />alternatives for the replacement of this bridge and delineate wetlands during the remaining <br />growing season. <br />K.1 Yellow Ribbon Network Report <br />Council Member Chuck Haas and Council Member Phil Klein will report to Council on the <br />Yellow Ribbon Network activities held recently. <br />1.1 Local Meetings Regarding Water Use <br />Staff has been made aware of several upcoming meetings regarding water use. City <br />Administrator Bryan Bear will review the meeting options to the Council. Staff recommends <br />Council schedule a meeting if they choose to attend. <br />
