within the study area such as the forested areas along portions of the ditch. The <br />City will continue to work to implement this measure. <br />12. The City intends to implement the greenway corridor through a variety of <br />mechanisms. The City has a 10% park dedication requirement that will be used <br />to obtain greenway corridor as development plans are reviewed and approved. <br />Further, grant applications and direct purchase could be used as funds and <br />willing sellers become available. The greenway will also be implemented <br />through negotiations with developers at the time of development reviews. <br />Density bonuses are also available to developers who preserve natural resource <br />features such as the greenway or buffers around wetlands. The City will <br />continue to work to implement this measure. <br />13. Through zoning and MUSA boundary determinations, the ten -acre lots will be <br />maintained under Option C. This will assist in the maintenance of the grassland <br />and wetland complexes near Elmcrest Avenue by preventing higher density <br />development in this area. This activity has occurred and will continue to <br />occur. <br />14. Blanding's turtles have been reported in some locations of the study area. The <br />City will provide the Blanding's turtle information sheets to the contractors <br />working in the study area. Further, the City will consider oversizing culverts to <br />provide crossings for Blanding's turtles provided that the size of the culvert <br />does not conflict with the requirements of the Rice Creek Watershed District <br />and the City's stormwater model. This activity has occurred and will continue <br />to occur. <br />15. If Blanding's turtles are encountered during construction activity, the <br />contractor will be required to move turtles that are in harms way. Guidance will <br />also be provided indicating that if turtles are in harm's way, they should be <br />moved the closest safe area. Turtles that are not in imminent danger shall be <br />left undisturbed. This activity is ongoing. <br />16. Silt fence will be removed after the disturbed area has been revegetated to <br />minimize impact to turtle movement. Additionally, alternative sediment control <br />measures that reduce impact to Blanding's turtles and other wildlife should be <br />considered with development plans. This activity is ongoing. <br />17. REVISED: Wetland impacts will be subject to State and Federal wetland rules. <br />Impacts are also subject to the City's shoreland and floodplain zoning <br />ordinances. Wetland impacts will first be avoided as feasible. If avoidance is <br />not feasible, wetland impacts will be minimized and reduced. Any remaining <br />wetland impacts will be mitigated within the study area in accordance with the <br />Wetland Conservation Act.
