This is being accomplished through this AUAR Update. 5. Developers or City will be required to obtain the necessary permits for any development scenario. It is anticipated that the permitting process will be one tool for the implementation of the mitigation outlined in this AUAR. It is anticipated that many of the permits will be the responsibility of the developer to obtain including wetland alteration permits and stormwater management permits as the City is not anticipating constructing the stormwater management plan as a city project. It will be the responsibility of the project proposer to obtain all necessary permits. This activity has occurred and will continue to occur. 6. The City of Hugo will continue to cooperate with the City of Lino Lakes, as appropriate, to minimize environmental impacts and work towards compatible land uses along the Cities' borders. The two cities continue to coordinate as necessary. 7. Development in the study area is required to conform to State standards associated with dealing with hazardous materials or storage tanks that may be encountered during construction activity. This activity has occurred and will continue to occur. 8. Wetlands within each proposed development site will be delineated by a trained wetland professional in accordance with the 1987 Corps of Engineers Wetlands Delineation Manual and the regional supplements. The developers will be responsible for obtaining these delineations. This activity has occurred and will continue to occur. 9. Any wetland impacts will be subject to the Wetland Conservation Act and Section 404 rules involving sequencing and mitigation. This activity has occurred and will continue to occur. 10. REVISED: Wetland mitigation will be completed either on-site or through the purchase of bank credits as required by State and Federal rules. The original AUAR indicated mitigation would be on-site, as the State rules guided mitigation to be on site. Since that time, the WCA rules have changed to favor purchase of banking credits. Therefore, this item has been revised. 11. The greenway corridor as generally shown on Figure 9 (in the 2002 AUAR) will be preserved and maintained to provide habitat to mitigate for areas that may be lost through development and impacts associated with the collector roads.
