This is being accomplished through this AUAR Update. <br />5. Developers or City will be required to obtain the necessary permits for any <br />development scenario. It is anticipated that the permitting process will be one <br />tool for the implementation of the mitigation outlined in this AUAR. It is <br />anticipated that many of the permits will be the responsibility of the developer <br />to obtain including wetland alteration permits and stormwater management <br />permits as the City is not anticipating constructing the stormwater management <br />plan as a city project. It will be the responsibility of the project proposer to <br />obtain all necessary permits. This activity has occurred and will continue to <br />occur. <br />6. The City of Hugo will continue to cooperate with the City of Lino Lakes, as <br />appropriate, to minimize environmental impacts and work towards compatible <br />land uses along the Cities' borders. The two cities continue to coordinate as <br />necessary. <br />7. Development in the study area is required to conform to State standards <br />associated with dealing with hazardous materials or storage tanks that may be <br />encountered during construction activity. This activity has occurred and will <br />continue to occur. <br />8. Wetlands within each proposed development site will be delineated by a <br />trained wetland professional in accordance with the 1987 Corps of Engineers <br />Wetlands Delineation Manual and the regional supplements. The developers <br />will be responsible for obtaining these delineations. This activity has occurred <br />and will continue to occur. <br />9. Any wetland impacts will be subject to the Wetland Conservation Act and <br />Section 404 rules involving sequencing and mitigation. This activity has <br />occurred and will continue to occur. <br />10. REVISED: Wetland mitigation will be completed either on-site or through the <br />purchase of bank credits as required by State and Federal rules. The original <br />AUAR indicated mitigation would be on-site, as the State rules guided <br />mitigation to be on site. Since that time, the WCA rules have changed to <br />favor purchase of banking credits. Therefore, this item has been revised. <br />11.
