45. Mitigation includes the development of a spill response plan. For industrial and <br />commercial areas, spills will be reported to the fire chief and/or applicable City <br />Staff. The fire chief and/or applicable City Staff will in turn notify any other <br />appropriate officials depending on the nature of the spill. This measure has <br />been followed and will continue to apply. <br />46. The individual waste hauler companies shall make residential and commercial <br />recycling programs available to landowners within the City of Hugo. General <br />municipal waste will be removed by these waste hauler companies. This <br />measure has been followed and will continue to apply. <br />47. Tanks and other potential pollutant sources will be removed in accordance with <br />State standards if they are encountered as part of development. This activity is <br />ongoing. <br />48. The City of Hugo will monitor the volume and distribution of traffic from new <br />development within the Everton AUAR study area and will not permit new <br />development to proceed before necessary roadway improvements are <br />completed. This activity is ongoing. <br />49. UDPDATE: The extension of 147th Street to the southwest would serve as a <br />northern bypass of downtown Hugo. This new roadway would also require <br />intersection improvements at 147th Street and TH 61. These improvements <br />would include the widening of the roadway to accommodate higher traffic <br />volumes, turn lanes, and the potential relocation of the Frenchman Road (CSAH <br />8)/TH 61 traffic signal. The reconstruction of this intersection would greatly <br />assist in improving the operation and safety conditions that would potentially <br />be realized with the forecast traffic volumes. The design details of the roadway <br />and the intersection improvements will be further evaluated as additional <br />development plans are proposed. The intersection improvements at TH <br />6111471h have been completed as noted in the 2007AUAR. Since then, the <br />ROW for 147th Street has been obtained. <br />50.
