All intersection improvements will be designed in a manner to ensure a level of <br />service (LOS) D or better. Furthermore, turn lane queue lengths will be <br />designed and constructed with adequate capacity to ensure minimal <br />interference and disruption for through lane operations. This activity is <br />ongoing. <br />53. Construction of local collector streets and frontage/backage roads will minimize <br />the need for local trips on regional arterials such as TH 61 and CSAH 8. <br />Collector roadways will need to be improved or constructed based on the <br />timing and location of specific development. The City of Hugo will continue to <br />monitor traffic volumes and traffic operations to determine when additional <br />improvements will be necessary. This activity is ongoing. <br />54. Construct the north -south collector street between 165th Street and the <br />extension of 147th Street as a two-lane roadway. Additional capacity <br />requirements may be necessary at the southern end of the roadway where daily <br />traffic volumes are forecast to be 12,000 - 15,000. Oneka Parkway has been <br />constructed between CSAH 8/Frenchman Road and 159th Street. <br />55. This <br />has been completed, although the roadway changes to Heritage Parkway <br />and is not a direct extension of 159th. <br />56. The City of Hugo will continue to support improvements along TH 61 including <br />intersection improvements, safety improvements, and capacity improvements. <br />Such improvements would add needed capacity and safety improvements to <br />accommodate Mn/DOT's Transportation Studies Plan (TSP) that lists TH 61 as a <br />Preservation Corridor. No additional public access points are being requested <br />along TH 61 as a result of the proposed development within the Everton Avenue <br />AUAR study area. The access and corridor plan has been completed with <br />MnDOT, Washington County, Washington County Rail Authority, and the City <br />for TH 61 corridor within Hugo. <br />57. Currently, there are no transit routes utilizing any of the roadways within the <br />study area. There is a park -n -pool lot located near CSAH 8/14 and I -35E in the <br />City of Lino Lakes.
