the City of Hugo occurs, further consideration will be given to establish <br />connections to transit services. The Rush Line transit corridor is another <br />opportunity to provide transit service to the northeastern suburbs and could <br />assist in reducing the volume of trips that may be made by automobiles. <br />Connecting people and neighborhoods to these transit corridors will be <br />considered during subdivision review and approval. This activity is ongoing. <br />58. REVISED: The City updated their Trail and Sidewalk Plan in 2010 (Figure 3). <br />There is a regional trail along Frenchman Road and city sidewalks and trails <br />within portions of the study area. Additional proposal trails are planned within <br />the study area. Trail connections will continue to be made as additional <br />development occurs. <br />59. Access along all roadways will be managed to ensure traffic operations and <br />safety is protected. Access spacing guidelines, such as those identified in the <br />Hugo Transportation Plan, will be used as guidance for future access points. <br />This activity is ongoing. <br />60. The capacity of the ditch and other water conveyance systems will be accounted <br />for to ensure that stormwater storage capacity is maintained during the design <br />of the collector roads. This measure has been followed and will continue to <br />apply. <br />61. Implementation of transportation related mitigation measures will be assured <br />through the City, which will require and regulate infrastructure improvements <br />through the City review, approval, and permitting process. Funding for the <br />proposed improvements will be provided from several sources including <br />development agreements, site assessments, Washington County (for <br />improvements to CSAH 8), and the City of Hugo. This measure has been <br />followed and will continue to apply. <br />62. Noise mitigation is not proposed at this time. All City and County roads in the <br />project area are exempt from state noise standards. The only nearby roads that <br />are not exempt from State noise standards are I -35E and TH 61. Noise levels <br />along the collector roadways are not anticipated to exceed state noise <br />standards, nor are they anticipated to be greater than noise levels that are <br />commonly experienced within a residential area. Noise mitigation, if any is <br />provided, would be the responsibility of the individual developers of the <br />residential properties in the study area. This has not been an issue, but this <br />measure still applies. <br />63. The greenway corridor and trail system shall be implemented with City <br />oversight. Developers shall be responsible for implementing trails associated <br />with the greenway and areas within the study area.
