G.6 Approve Communications Facility Lease with Connexus Energy Last winter, Connexus Energy placed a 35 foot utility pole in the Washington County road right- of-way at the intersection of CR 4 and CR 57 for their communications needs. However, Connexus encountered operational interference and, after testing, established that a taller pole would need to be installed. City staff has been working with Connexus in offering an alternative to the installation of a 50-60 foot utility pole by locating their equipment on the City's water tower. After further testing, communication between their equipment was successful when located on the City's water tower. City staff has negotiated a lease agreement with Connexus Energy for the location of their equipment on the City's water tower located on 159th Street North. The existing utility pole will no longer be required and therefore, will be removed with this project. G.7 Approve Appointment of Planning Commissioner Scott Arcand on the Board of Zoning Adiustments Annually, Council appoints a resident, a member of the Council, and a member of the Planning Commission to serve on the Board of Zoning Adjustments and Appeals. A vacancy was created on the Board of Zoning Appeals and Adjustment in January, 2017 when Planning Commissioner Lynn Patzner resigned from the commission. At its meeting on September 14, 2017, the Planning Commission recommended Scott Arcand be appointed as the commission member to take her place. Staff recommends Council appoint Scott Arcand as the new member on the Board of Zoning Appeals and Adjustments with a term to expire on December 31, 2017. G.8 Approve the Replacement of Public Works Vehicle 102-07 Included in the City's 2017 Budget is funding for the purchase of 3/4 ton pickup truck to replace the department's aging 2007 Chevrolet 25001-11). Truck 102-07 has served the City well over the past 10 years. This truck is used each and every day. If we continue to use this truck at the current level we can expect the repairs to increase in frequency and severity, which adds support to the City's 10 year replacement practice. Staff has worked diligently to research and specify the appropriate truck to meet the needs of the Public Works Department. Staff recommends purchasing a 2018 Chevrolet pickup truck from Ranger Chevrolet located in Hibbing, MN. This truck will be purchased off a Mn/DOT contract through the Cooperative Purchasing Venture (CPV) assuring the City of a fair and discounted price of $28,813.86 plus tax and licensing. The cost of this truck is as expected, and staff has budgeted appropriately for the replacement. Staff recommends that Council authorize the purchase of the 3/4 ton Chevrolet through the State of Minnesota Cooperative Purchasing Venture for a price of $28,813.86 plus tax and licensing.
