POLICY RELATING TO THE APPOINTMENT AND <br /> REAPPOINTMENT OF CITY OF HUGO PLANNING COMMISSION AND <br /> PARK COMMISSION MEMBERS AND THE ESTABLISHMENT OF <br /> PERFORMANCE REVIEWS FOR COMMISSION MEMBERS <br /> WHEREAS, a positive and productive working relationship between the Council and the <br /> Planning and Parks Commissions can only occur if there is a clear understanding of roles, <br /> a regular communication system, and a healthy understanding and respect for each <br /> other's jobs; and, <br /> WHEREAS, the Hugo City Council is the legislative body that develops and implements <br /> policies and establishes goals for the community; and, <br /> WHEREAS, the primary role of the Planning Commission and Parks Commission is to <br /> advise the Council on all planning and park matters as they relate to the implementation <br /> of the policies and regulations adopted by the City Council; and, <br /> WHEREAS, the City Council desires to appoint commissioners to a four-year term and <br /> may advertise for commission candidates at the end of each four-year term; and, <br /> WHEREAS, the City Council desires to establish a formal review process for assessing <br /> the performance of commission members. <br /> NOW, THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of <br /> Hugo that this policy shall establish formal procedures for the appointment of Planning <br /> Commission and Parks Commission members. Furthermore, this policy establishes a <br /> performance review process in which the Council may evaluate the performance of a <br /> commission member. <br /> 1. Procedure for appointing members. <br /> a. The City Council may review the performance of any commissioner at any <br /> time during the four-year term. If the Council is not satisfied with the <br /> performance of a commissioner, the Council may remove the member and <br /> advertise for a vacancy. <br /> 2. Performance Evaluation Criteria (The following are examples of performance <br /> evaluation criteria, which may serve as a general guide to the Council, and which <br /> is not intended to establish an exclusive or mandatory list of criteria or <br /> considerations): <br /> a. Attendance and level of participation in assisting the commission with its <br /> duties. <br /> b. Knowledge and understanding of the commission's roles and responsibilities. <br />
