A deficiency already exists in trails and athletic facilities. ?3 Large tracts of land suitable for neighborhood and community parks currently exist in Hugo. Neighborhood parks require 10-20 acres. The demand for neighborhood parks is coincident with high density housing development. Development of neighborhood parks will be opportunity driven. The trail on County Road 61 will be completed by Washington County. Rice Lake Park will revert to City use. Increasing funds will be available for park development. Ass : The population of Hugo will increase to approximately 15,000 by t the year 2020. $5,000,000 (1999 dollars) will be available for park development with a population of 15,000, with the greater proportion available sooner rather than later. Large tracts of land may be purchased. A broad distribution of housing types including clustered housing that reflects efficient land use will characterize the community. -2- i
