09/22/99 WED 11:14 FAX 16125955773 ON 9 004 <br /> r ` <br /> • .A broad distribution of citizens will characterize the <br /> k community. <br /> r <br /> Land development pressure will increase. <br /> The demand will increase for all types of recreational <br /> facilities including trails, neighborhood and community parks, <br /> natural areas and opens spaces, and a civic plaza. <br /> Brown's Creek Watershed will buy flooded homes for conversion to <br /> park facilities on Plaisted Lake. <br /> Big Marine Regional Park will be completed in 5-10 years. <br /> f <br /> Community parks will include: Rice Creek, Rixtoric Hugo School, <br /> Clearwater Creek Preserve, and Plaisted Lake. <br /> Guiding Principles <br /> Purchase large tracts of land for the parks system as they can '04 <br /> be acquired, even if development must be delayed. <br /> Leave open spaces and natural areas for the parks system. <br /> P: <br /> The civic plaza should be within one mile of the intersection of <br /> Minnesota Highway'61 and Washington County Road 8 and should be <br /> developed in multiple phases_ <br /> The City of Hugo will complete its components of the trails <br /> system simultaneously with private development. <br /> The City of Hugo will generally not acquire land for trails <br /> other than where the City has the right-of-way and in post- <br /> development areas that lack trail linkages. <br /> Objectives <br /> The Parks Commission has identified and formulated the following <br /> strategic bbjectives that it deems necessary to create a "big <br /> picture" and to guide the City of Hugo in achieving its vision for a <br /> parks system. <br /> 1. Identify, articulate, and document the features characterizing <br /> neighborhood and conaaunity parks including locations, functions, <br /> and facilities, etc. <br /> 2. Identify the factors, criteria, and standards that make parcels <br /> of land desirable for acquisition for park developments examples <br /> include, but are not limited to, accessibility, development <br /> costs, safety, MUSA location, planned road changes, existence of <br /> natural resources. <br /> -3- <br />
