Ms. Rachel Juba October 6, 2017 Page 2 Storm Water Management: The applicant will need to obtain a permit from the City for their Storm Water Management Plan within the site, including the appropriate storage, rate control, treatment, and volume reduction. There is a high likelihood that the site can support water reuse, and this should be explored in greater detail moving forward. Credit to the trunk area water fees is determined based on the amount of water reuse utilized within the project area. Transportation/Traffic 1. Roadway Connections: As we review the roadway connections within the area, there are a number of current roadways (Goodview Avenue and Goodview Trail) that will be connected to the proposed development that were anticipated when previous development occurred. This will result in changes to traffic volumes on roadways within the adjacent neighborhoods, which will be reviewed as part of the traffic study. 2. Highway 61: The long-range plan for Highway 61, completed in 2008, includes the following for Highway 61 adjacent to the proposed development: • Four -lane divided roadway • 150 feet of total right-of-way width, with an additional 39 feet required within the development property • Full access at 159th Street As the development proceeds, improvements on Highway 61 will be required based on anticipated traffic. Improvements would include the addition of a northbound right turn lane and a southbound left turn lane on Highway 61 or a roundabout at the 159th and TH 61 intersection. Continued information gathering on traffic and associated Intersection Control Evaluation is ongoing by the applicant and coordination with MNDOT and the City will be necessary. The location of Industrial Utilities makes the intersection improvements somewhat challenging. A roundabout allows more flexibility for the intersection alignment, provided it meets MNDOT criteria. Sanitary Sewer Service City Sewer Districts: Sanitary sewer service is available for the southerly portion of the site by direct connection to the existing systems within Goodview Avenue, Goodview Trail and the trunk main located in the SW corner of the property. Water Service 1. Trunk Watermain Improvements: Water service is available by connecting to the existing systems along the south (Goodview Avenue and Goodview Trail), and west side of the site at 159th Street. The development as proposed will require the connection to the watermain with 1591h Street on the west side of TH 61. This 12 -inch connection is outlined in the City's Comprehensive Water Supply Plan and will loop the system from Goodview Avenue to 1591h Street. Phasing 1.
