work with staff regarding meeting density requirements for the project and what the City would <br />receive in return for PUD flexibility. The Commission agreed that having a variety of lot sizes <br />and product types is attractive for the City because it will offer more options and price points for <br />smaller families and empty nesters. They also believed the developer has generally done a good <br />job preserving area within the Greenway Corridor for natural resources. <br />2. PARKS COMMISSION UPDATE: <br />At its November 15, 2017, meeting the Parks Commission reviewed and provided comments on <br />the concept plan. <br />The Commission asked for a better understanding of the park dedication request and if the <br />developer would be proposing any park improvements with their PUD request. The developer <br />stated that the park dedication request is just for the land, with no improvements. The developer <br />will have their PUD request ready for their formal preliminary plat submittal. The Commission <br />encouraged the developer to work with staff on the PUD request and how the proposal would <br />exceed City standards. <br />It was unclear to the Commission what portions of the open space on the eastern side of the <br />development would be provided as part of the park dedication proposal and if not solely owned <br />by the City, who would be owning and maintaining these areas. <br />The Commission expressed concerns for connections to the park for the residents living in the <br />western quadrant of the development. They encouraged sidewalk and trail connections to <br />existing infrastructure in adjacent developments as well as further off-road trails. <br />Although the developer indicated there would be no improvements to the park, the Commission <br />had comments regarding more looping trails, specifically within the northern portion of the park, <br />the wetlands within some of the planned ballfield areas, and the number of parking spaces and <br />layout of the parking/loading areas. <br />The Commission was generally very supportive of the preserved open space within the <br />Greenway Corridor for park land. They are interested in understanding the developer's full park <br />dedication and PUD proposal as the project moves forward. <br />3. BACKGROUND: <br />The properties are generally located east of Elmcrest Avenue N. and north of 1591h Street N. and <br />total approximately 120 acres. The properties are currently vacant, relatively flat, and have some <br />site constraints due to approximately 24 acres of wetlands. The applicant would like to receive <br />feedback on the project in regards to general layout, housing types, parks/trails, road circulation <br />and construction, and stormwater management/ water re -use. <br />
