In addition, the smaller lot size will help the city meet <br />its density goal for new single-family homes. Single-family residential <br />housing at a density of one unit per 10,400 square feet and twinhomes <br />at a density of one unit per 15,000 square feet are permitted. A full <br />range of public utilities and facilities shall be available to the R-3 areas <br />The minimum lot size in the R-3 district is 10,400 square feet for a <br />single family home and 15,000 square feet for a twinhome. <br />Central Residential District <br />The purpose of the Central Residential District (CR -3) is to provide <br />for the maintenance and preservation of the existing single-family <br />detached housing located in and around the downtown area served by <br />municipal utilities at a density of approximately 4 units per acre. Multi- <br />family and townhouse development may be allowed by Conditional <br />Use Permit where compatible with adjacent development. The <br />minimum lot size in the CR -3 district is 8,400 square feet for a single <br />family home and 15,000 square feet for a twinhome. <br />JRX30 2040 COMPREHENSIVE PLAN UPDATE <br />Low Density Multi -Family Residential District <br />The purpose of the Low Density Residential District (R-4) is to provide <br />a location for lower density multi -family uses such as townhomes <br />and twinhomes in areas that are served or are intended to be served <br />by municipal utilities. This district addresses the need for life -cycle <br />housing by offering an alternative to single family detached housing <br />that allows a standard density between 3 units and 6 units per acre <br />and a planned unit development density between 3 units and 8 units <br />per acre. The minimum lot size in the R-4 district is 1 acre. <br />Medium Density Multi -Family Residential District <br />The purpose of the Medium Density Residential District (R-5) is to <br />provide a location for medium density multi -family uses such as <br />townhomes and apartments in areas that are served or are intended <br />to be served by municipal utilities. This district addresses the need for <br />life -cycle housing by offering an alternative to single family detached <br />housing that allows a standard density between 6 units and 10 units <br />per acre and a planned unit development density between 6 units and <br />12 units per acre. The minimum lot size in the R-5 district is 1 acre. <br />Neighborhood Service District <br />The purpose of the Neighborhood Service District (NS) provides a <br />location for commercial and service businesses to conveniently serve <br />the needs of residential neighborhoods. The minimum lot size in the NS District is 20,000 <br />square feet. <br />Restricted Commercial <br />The purpose of the restricted commercial zoning district (RC -1) is to <br />provide a location for a mix of freestanding commercial businesses, <br />including retail sales and offices that do not require municipal water <br />or sanitary sewer services. To be permitted to operate in this zoning <br />district, a business must have sewage disposal requirements of three <br />residential equivalencies or less, as determined by metropolitan <br />council environmental services standards. Specifically excluded from <br />this zoning district are restaurants, carwashes, hotels and motels, and <br />other high water -usage facilities. The minimum lot size in the RC -1 <br />district is 2'/z acres. <br />Central Business District <br />The purpose of the Central Business Zoning District (C-1) is to <br />enhance and preserve the downtown area as a blend of cultural, <br />recreational, civic, entertainment, retail sales, and office uses. <br />Businesses requiring exterior storage for processing, retail sales, or <br />wholesale activities are not permitted in this district. Development <br />must be consistent with the City's downtown plan. The minimum lot <br />size in the C-1 district is 8,000 square feet. <br />COMMUNITY BACKGROUND 40 <br />
