RESOLUTION NO. 2018 — <br />A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND <br />CALLING FOR THE PUBLIC HEARING ON THE PROPOSED <br />ONEKA LAKE BOULEVARD AND HARROW AVENUE <br />STREET IMPROVEMENT PROJECT <br />WHEREAS, by a motion passed by the council on November 6, 2017, the city engineer was <br />directed to prepare a Feasibility Report related to the improvement of the Oneka Lake Boulevard <br />and Harrow Avenue Street Improvement Project. <br />WHEREAS, the Feasibility Report provides information regarding whether the proposed <br />improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed <br />or in connection with some other improvement; the estimated cost of the improvement as <br />recommended; and a description of the methodology used to calculate individual assessments for <br />affected parcels. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUGO, MINNESOTA: <br />The council will consider the improvement of <br />a. Oneka Lake Boulevard North from Goodview Avenue North to Harrow Avenue North <br />b. Harrow Avenue North from Oneka Lake Boulevard North to 165th Street North <br />c. 157th Street North from Harrow Avenue North to 300 feet east <br />and the assessment of affected property for all or a portion of the cost of the improvement <br />pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement <br />of $1,474,000— $1,584,000. <br />2. A hearing shall be held on the 5th day of March, 2018, at City Hall, 14669 Fitzgerald <br />Avenue North on or after 7:00 p.m. to consider the improvements and at such time and place <br />all persons owning property affected by such improvement will be given an opportunity to <br />be heard with reference to the proposed improvements. <br />The city clerk is hereby directed to cause a notice of the hearing on the proposed project to <br />be published twice in the official newspaper, with the second notice to be at least three days <br />prior to the hearing. The city clerk shall state in the notice the area proposed to be assessed, <br />the general nature of the improvements, and the total estimated cost of the improvement. <br />She shall also cause mailed notice to be given to the owner of each parcel in the proposed <br />assessment area not less than ten (10) days prior to the hearing. <br />Council members voting AYE: <br />Council members voting NAY: <br />Whereupon said resolution was declared passed and adopted this 5th day of February, 2018. <br />Tom Weidt, Mayor <br />ATTEST: <br />Michele Lindau, City Clerk <br />
