_i <br />CITY OF <br />14669 Fitzgerald Avenue North, Hugo, MN55038 • (651) 762-6300 • www.ci.hugo.mn.us <br />EST. 1906 <br />TO: Honorable Mayor Tom Weidt and Members of the City Council <br />FROM: Ron Otkin, Finance Director <br />SUBJECT: Approve Job Description for Finance Coordinator and Appoint Anna Wobse to that Position <br />DATE: For the City Council Meeting of March 19, 2018 <br />DESIRED COUNCIL ACTION <br />Adoption of Consent Agenda Including Approving the Job Description of Finance Coordinator <br />Adoption of Consent Agenda Including Appointing Anna Wobse to the Position of Finance Coordinator <br />BACKGROUND <br />The Finance Department was established when I became the Finance Director in April, 1989. In June, 2002, the City <br />Administrator recommended that the Council appoint Jodie Guareschi to the position of Utilities Billing Clerk, and Anna <br />Wobse was appointed Accounting Clerk in October, 2008. In an effort to establish a transition plan for when I retire or <br />get hit by a bus, I am recommending the establishment of a mid-level position to be called Finance Coordinator. This <br />position would supervise the clerks while becoming familiar with the duties of the Finance Director. This position would <br />be slotted in Pay Grade 8 ($67,461 to $88,118). <br />It is with great pleasure that I recommend that Anna Wobse be appointed to the newly created position of Finance <br />Coordinator. She has performed her duties flawlessly over the past 9 years and is, in my mind, the prime candidate for <br />this position. This would mean, of course, that a replacement Accounting Clerk would eventually need to be hired. I <br />envision Anna training in the new clerk so she can concentrate on her new duties. Eventually, when Jodie retires, we <br />will look at combining the two clerks into one position. <br />RECOMMENDATION <br />As Finance Director I recommend that the City Council authorize establishment of a Finance Coordinator position. I also <br />recommend that Anna Wobse be appointed to the position effective March 19, 2018, and that she be moved to Pay <br />Grade 8, Step 1 ($70,683). 1 also recommend staff be authorized to fund a replacement Accounting Clerk in the 2019 <br />general fund operating budget. <br />ATTACHMENTS <br />Finance Coordinator's Job Description <br />
