• The building can be sold without having to notify the National Parks <br />Service. <br />• If County Road 4 is widened, listing on the register would protect the <br />building from immediate demolition. <br />If Not Listed: <br />• The building can be demolished if County Road 4 is ever widend. <br />• No State Grants would be available — funds to update the structure <br />would need to be raised locally. <br />• Historical accuracy does not apply when restoring structure. <br />• All building codes (MN Energy and ADA Accessibility) apply. <br />Acceptance onto the list is not guaranteed however, and if the building was to be <br />moved it would be immediately removed from the register. Listingon n the <br />National Register is non-binding: <br />o Public -Private Partnership/Lease Agreement: <br />Pursuing a public-private partnership would allow the building an <br />opportunity to be repaired and occupied, while keeping the property <br />within the City's control. State grants would only be available if the <br />building was listed on the National Register. <br />o Move Building Closer to Downtown <br />The property would remain in the cities control and make the building <br />more accessible to the community. It would also add to the historic <br />nature of "old downtown" Hugo. Having been moved, the building is no longer <br />eligible for listing on the National Register and State Grants are unavailable. <br />• Demolish the building: <br />If the city is not interested in preserving or selling the structure, demolition is a <br />viable option. This would prevent further degradation of the structure as it <br />continues to fall into disrepair; leading to safety issues. However, the city must <br />also keep in mind possible issues of community backlash that would follow the <br />schoolhouses demolition. <br />V. RECOMMENDATIONS <br />Regardless of which option the City of Hugo decides to pursue, if the City would <br />like to preserve this structure basic repair work to stabilize the property needs to start as <br />soon as possible. Most notably there is a hole in the West side of the roof near the <br />chimney: it needs to be fixed, or at least temporarily patched to prevent further interior <br />damage. Comments received from the community reflect the desire to see the building <br />retained, and do not want to watch it slowly deteriorate. Just as the City would repair the <br />
