roof of another city owned property, the staff recommends patching up the hole in the <br />roof of the old schoolhouse. <br />The staff further recommends pursuing listing in the National Register. While listing on <br />the National Register may seem like it a binding decision, a structure can always be <br />removed from the list. Acceptance to the National Register is also not guaranteed, <br />but with the available grant money and specifics relating to the Energy and ADA <br />Accessibility codes, the positives outlined in the above section far outweigh the <br />negatives. <br />In conjunction with roof stabilization and potential listing on the National Register, the <br />staff also recommends that the city pursue a public-private partnership. The city has had <br />many citizens reach out as interested parties in housing their business in the old <br />schoolhouse. A public-private partnership would not only attract a new business to Hugo <br />and put the structure to use post -restoration, it would prevent the possibility of further <br />vacancy and degradation of the structure. <br />VI.
