Adoption of the Consent Agenda approved the renewal of the 2 a.m. license for Sal's Angus Grill. Approve Wetland Replacement Plan for Roy Molitor 2nd Addition for Schwieters Properties, LLP To accommodate expansion of its manufacturing division, Schwieters Properties, LLP had submitted an application requesting approval to impact wetlands found on the site. The applicant proposed to impact 1.58 acres of wetland. Impacts would be to two separate wetlands on the property, impacting Wetland No. 2 in its entirety and a portion of Wetland No. 1. The remaining wetland on the property were not proposed to be impacted. Schwieters were proposing to replace the wetlands that are impacted through the purchase of wetland credits from an existing approved wetland bank in Washington County. Based on staff's review of the application and supporting documentation, the requirements under the MN Wetland Conservation Act (WCA) had been met. Adoption of the Consent Agenda approved the Schwieters application for sequencing and wetland replacement. Approve Award of Bid for Fire Hall Roof and Mechanical Equipment Replacement At its February 5, 2018, meeting, Council approved the advertisement for bids for the Hugo Fire Hall roof and mechanical equipment. Bids were opened on March 23, 2018. Eight bids were received with the highest bid being $248,000 and the low bid being $168,185 from Diverse Construction Services, LLC. Staff recommended Council accept the bid by Diverse Construction in the amount of$168,185 for a new fire hall roof and rooftop mechanical equipment. Miron made motion, Klein seconded, to approve the award of bid to Diverse Construction Services, LLC. All Ayes. Motion carried. Approve 2040 Comprehensive Plan for Distribution In 2017, the City initiated the planning process to update the 2030 Comprehensive Plan that was completed in 2008. As part of the 2040 Comprehensive Plan update, Planner Rachel Juba explained, the City had held several meetings with residents, Commissions, and Council to gather feedback and understand the community's priorities. Meetings took place with the Council, Parks Commission, and the Planning Commission, who played a lead role in the review of the plan. The most recent meeting was an open house held on February 26, 2018, where approximately 58 people attended. Juba explained that the 2040 Plan included increased graphic content and layout, interactive links, and guiding principles throughout the document. The 2040 Land Use Map, including the MUSA, remained the same as the 2030 Land Use Plan. The chapter was updated to reflect affordable housing goals and density minimums. Minor changes were made to the Housing Plan and Economic Plan. The Parks, Trails, and Open Space chapter had the most changes, with the reorganization of chapters and changes made after the evaluation of the City's parks and trails. A new Resiliency Chapter had been included to focus on disaster preparedness and managing new technologies. Changes were made to the Transportation Plan to coordinate better with other plans.
