BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 2, 2018 D.1 Approval of Minutes for the March 19, 2018 City Council Meeting Staff recommends Council approve the minutes for the March 19, 2018 City Council meeting as presented. F.1 Stillwater School District Update- Superintendent Denise Pontrelli Stillwater School Superintendent Denise Pontrelli will provide an update on the Stillwater School District. G.1 Approval of Claims Staff recommends Council approve the Claims Roster as presented. G.2 Approve Extension for O'Reilly Auto Parts Site Plan and Variances At its February 2, 2015, meeting, the City Council approved the site plan and four variances for a 7,000 square foot auto parts store submitted by O'Reilly Auto Enterprises, LLC. Approval for site plans expire one year after City Council approval, if a building permit is not approved and construction has not started on the building. The applicant did not construct the building. The applicant is requesting an extension of the site plan and variance approvals. Staff recommends approval of the extension of the site plan and variance, subject to all conditions listed in the approving resolutions. G.3 Approve Special Event Permit for Blacksmith Lounge for 2018 Events The Blacksmith Lounge has applied for a Special Event Permit for events to be held during 2018. There is a total of 14 events hosted on their property between April and October. Events include seven auctions, five car shows, one swap meet, and one corn feed for the White Bear Lake Hockey Association. These events have been occurring for several years including the largest event, the Northern Lights Car Show, for 30 years. All of the events are to be outdoors. City Council approval is required because they will be serving alcohol, over 250 people are expected during some events, and an amplified speaker system will be used. Staff recommends Council approve the Special Event Permit for the Blacksmith Lounge for 2018. GA Approve Renewal of 2 a.m. License for Sal's Angus Grill Since May 2010, Sal's Angus Grill has held a license that permits the establishment to stay open until 2 a.m. This license is renewed annually with approval by the City Council. Staff recommends Council approve the renewal of the 2 a.m. license for Sal's Angus Grill. G.5 Approve Wetland Replacement Plan for Roy Molitor 2nd Addition for Schwieters Properties, LLP To accommodate expansion of its manufacturing division, Schwieters Properties, LLP submitted an application requesting approval to impact wetlands found on the site. The applicant is proposing to impact 1.58 acres of wetland. Impacts are to two separate wetlands on the property
