and will impact Wetland No. 2 in its entirety, and a portion of Wetland No. 1. The remaining <br />wetland on the property is not proposed to be impacted. Schwieters is proposing to replace the <br />wetlands that are impacted through the purchase of wetland credits from an existing approved <br />wetland bank in Washington County. Based on staff's review of the application and supporting <br />documentation, the requirements under the MN Wetland Conservation Act (WCA) have been <br />met. Staff recommends approval of the Schwieters application for sequencing and wetland <br />replacement. <br />H.1 Approve Award of Bid for Fire Hall Roof and Mechanical Equipment Replacement <br />At its February 5, 2018, meeting, Council approved the advertisement for bids for the Fire Hall <br />roof and mechanical equipment. Bids were opened on March 23, 2018. Eight bids were received <br />with the highest bid being $248,000 and the low bid being $168,185 from Diverse Construction <br />Services, LLC. Staff recommends Council accept the bid by Diverse Construction in the amount <br />of $168,185 for a new Fire Hall roof and rooftop mechanical equipment. <br />L1 Approve 2040 Comprehensive Plan for Distribution <br />In 2017, the City initiated the planning process to update the 2030 Comprehensive Plan that was <br />completed in 2008. As part of the 2040 Comprehensive Plan update, the City has held several <br />meetings with residents, Commissions, and Council to gather feedback and understand <br />community priorities and what has changed since that time. Staff will present a summary of the <br />public meetings, revisions to the 2040 Comprehensive Plan, and outcomes from the March 8, <br />2018, Planning Commission public hearing. Staff recommends that the City Council review the <br />2040 Comprehensive Plan, provide comments, and approve the plan for distribution to adjacent <br />cities and agencies for the required six-month review process. <br />L. 1 Update on Yellow Ribbon Network <br />Council Members Chuck Haas and Phil Klein will update the Council on the activities of the <br />Yellow Ribbon Network to date. <br />M.1 Board of Appeals on Thursday, April 12, 2018 <br />Annually, the Council meets as the Local Board of Appeals and Equalization. This year, the <br />meeting will be held on Thursday, April 12, 2018, from 5:30 — 7 p.m. in the Oneka Room at Hugo <br />City Hall. <br />M.2 Metro Cities Annual Meeting on Thursday, April 19, 2018 <br />Metro Cities Annual Meeting will be held on Thursday, April 19, 2108, at the Como Park Zoo <br />and Conservatory beginning at 5:30 p.m. Staff recommends Council schedule this as a meeting if <br />they wish to attend. <br />M.3 Schedule Workshop for Gravel Roads Discussion <br />Over the past years, the City has received numerous complaints from residents living on the <br />gravel roads regarding the poor, muddy condition of the roads. At its November 20, 2017, <br />meeting, Council had a discussion regarding this and directed staff to send notice to the residents <br />
