BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 16. 2016 <br />D.1 Minutes for the April 2, 2018 City Council Meeting <br />Staff recommends Council approve the minutes for the City Council meeting on April 2, 2018 as <br />presented. <br />F.1 Northeast Youth & Family Services Annual Report — President & CEO Jerry <br />Hromatka <br />President and CEO of the Northeast Youth & Family Services will present the annual report to <br />Council <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Agreement with Northeast Youth and Family Services <br />Northeast Youth and Family Services (NYFS), located in White Bear Lake, has been providing <br />counseling services to youth and families in the City of Hugo for at least the past 20 years. The <br />City has paid NYFS $6,000 annually since the year 2009, and NTFS will continue providing <br />service at that amount. Staff recommends Council approve the agreement with NYFS for <br />counseling services for 2018. <br />G.3 Approve Agreement with Lakes Center for Youth and Families, Inc. <br />The Lakes Center for Youth & Family Services, located in Forest Lake, has been providing <br />counseling services to youth and families in the City of Hugo for at least the past 20 years. The <br />City has paid the Lakes Center $6,000 annually since the year 2009, and the Lakes Center will <br />continue providing service at that amount. Staff recommends Council approve the agreement with <br />Lakes Center for counseling services for 2018. <br />GA Approve Special Event Permit for Color Fun Run on May 12, 2018 <br />The Oneka Elementary School has requested a Special Event Permit for their annual 5K Color <br />Run on Saturday, May 12, 2018. This event requires a Special Event Permit approved by Council <br />because it is expected to draw approximately 800 runners and will include the use of City streets <br />and sidewalks. This run will take place along Oneka Parkway between Oneka Elementary and <br />Frenchman Road. The event has been held for the past three years with no impacts to the health, <br />safety, and welfare of residents or participants. Staff recommends Council approve the Special <br />Event Permit for the Color Fun Run subject to the conditions in the staff memo. <br />G.5 Approve Special Event Permit for Wilson Tool Company Picnic on August 11, 2018 <br />Wilson Tool has applied for a Special Event Permit to hold their annual company picnic on <br />Saturday, August 11, 2018, at the Hanifl Shelter and Fields. This event requires a Special Event <br />Permit approved by Council because there will be amplified sound, alcohol will be served, and <br />
