G.10 Approve Renewal of 2 a.m. License for the Blue Heron Grill <br />Since May 2010, the Blue Heron Grill has had held a license that permits the establishment to <br />stay open until 2 a.m. This license is renewed annually with approval by the City Council. Staff <br />recommends Council approve the renewal of the 2 a.m. license for the Blue Heron Grill. <br />G.11Approve Purchase of a Combination Sewer Cleaning Truck <br />For many years the Public Works Department has been borrowing a combination sewer cleaning <br />truck from White Bear Township to perform necessary sanitary sewer and storm sewer <br />maintenance. The purchase of a USED combination sewer cleaning truck is something that the <br />Public Works Department has been planning for quite some time. Staff has worked with Finance <br />Director, Ron Otkin to budget and plan for this equipment. Staff feels that purchasing a quality <br />used truck is the best option for Hugo. New combination trucks range in price between $450k <br />and $500k. Staff feels confident that a quality used truck valued at half the price of new can be <br />found and secured. City Staff was recently successful in obtaining a Rice Creek Watershed <br />District Urban Stormwater Remediation Cost -Share grant in the amount of $25,000 to use <br />towards the purchase of a pre -owned combination sewer cleaning truck. Although some of these <br />vehicles are located in Minnesota, many of them are not. Public Works Director Scott Anderson <br />is recommending that two Public Works employees travel to the best location to perform the <br />inspections and negotiate the purchase of the combination truck. This process has been discussed <br />with, and supported by, City Administrator Bryan Bear and Finance Director Ron Otkin. Staff is <br />recommending that the City Council authorize staff to travel to a location, yet to be determined, to <br />inspect and purchase a combination sewer cleaning truck priced at approximately $230,000. <br />H.1 Receive Plans and Specs and Authorize Advertisement for Bids for Oneka Lake Blvd <br />and Harrow Avenue Road Proiect <br />At its March 5, 2018, meeting, Council approved the resolution ordering the improvements to <br />Oneka Lake Boulevard and Harrow Avenue and the preparation of the plans and specs. Plans <br />were prepared and shared with the residents at the open house held on Wednesday, April 11, <br />2018. Staff will provide an update to Council on that meeting. Staff recommends Council <br />approve the resolution approving the plans and specs and authorizing the advertisement for bids <br />for the Oneka Lake Boulevard/Harrow Avenue road improvement project. <br />H.2 Discussion on Local Assessor <br />At its February 5, 2018 meeting, staff discussed the resignation of Local Assessor Dan Raboin <br />effective following the Board of Appeals meeting on April 12, 2018, and the importance of <br />having a local assessor instead of contracting with the County. City Administrator Bryan Bear <br />and Mayor Tom Weidt had met with Chase Peloquin, who was qualified to meet the City's <br />assessor needs. Council had directed staff to negotiate a contract with Chase; however, Chase has <br />since declined the opportunity. Staff advertised with the Cities of Scandia and Lake Elmo for <br />requests for proposals for local assessors and received a single response from John Keefe, <br />currently the county assessor for Chisago County. Staff will discuss with Council the next steps. <br />
