CITY OF HUGO <br />CITY COUNCIL AGENDA REPORT <br />TO: Bryan Bear, City Administrator <br />FROM: Scott Anderson, Public Works Director <br />SUBJECT: Purchase of a Combination Sewer Cleaning Truck <br />DATE: April 12, 2018 <br />BACKGROUND <br />For many years the Public Works Department has been borrowing a combination sewer <br />cleaning truck from White Bear Township to perform necessary sanitary sewer and <br />storm sewer maintenance. This work includes routine cleaning of sanitary sewer <br />mainlines and sanitary lift stations. It also includes the cleaning of stormwater <br />infrastructure such as sump catch basins and other devices designed to reduce <br />stormwater pollution. The combination sewer cleaning truck is critical in the response to <br />sanitary sewer back up emergencies. This type of equipment allows you to clean <br />sewers and vacuum debris and water at the same time. <br />The Current sewer cleaning equipment operated by the Public Works Department is a <br />1985 Ford 8000 with "Jetter" sewer cleaning equipment installed on it. Essentially, it is <br />a truck mounted water tank with a high pressure hose system. It does not have the <br />capability to vacuum debris. <br />Among the disadvantages of borrowing a combination sewer cleaning truck is the <br />limited availability. Borrowing from a neighboring community becomes difficult to <br />schedule as it can only be done when they are not using their equipment. Ownership of <br />this type of equipment would increase the availability to routinely perform stormwater <br />and sanitary sewer infrastructure maintenance. <br />The purchase of a USED combination sewer cleaning truck is something that the Public <br />Works Department has been planning for quite some time. Staff has worked with <br />Finance Director, Ron Otkin to budget and plan for this equipment. Staff feels that <br />purchasing a quality used truck is the best option for Hugo. New combination trucks <br />range in price between $450k and $500k. Staff feels confident that a quality used truck <br />valued at half the price of new can be found and secured. <br />
