City Staff was recently successful in obtaining a Rice Creek Watershed District Urban <br />Stormwater Remediation Cost -Share grant in the amount of $25,000 to use towards the <br />purchase of a pre -owned combination sewer cleaning truck. Once the purchase of a <br />truck is complete, RCWD will issue the City of Hugo a check to fulfill the grant <br />obligations. <br />PROPOSED PURCHASE PROCESS <br />In the past, the City of Hugo has purchased new equipment through the State of <br />Minnesota's Cooperative Purchasing Venture (CPV). However, staff is recommending <br />that the City purchase a used combination truck. Used equipment is not available <br />through the State's CPV, therefore staff has been searching the used equipment market <br />elsewhere. Staff has contacted many used equipment vendors in the United States and <br />have identified several pieces of equipment that are within the budgeted amount and <br />would fit the needs of the department. The vendors selling these trucks are not located <br />in Minnesota, so staff is recommending Council pre -approve Public Works staff to travel <br />to a location where the trucks can be inspected. If a truck is inspected and deemed <br />desirable, staff requests the authorization to negotiate a purchase at that time. <br />Public Works Director, Scott Anderson, is recommending that two Public Works <br />employees travel to the best location to perform the inspections and negotiate the <br />purchase of the combination truck. <br />This process has been discussed with, and supported by, City Administrator, Bryan <br />Bear and Finance Director, Ron Otkin. <br />DESIRED ACTION <br />Staff is recommending that the City Council authorize staff to travel to a location, yet to <br />be determined, to inspect and purchase a combination sewer cleaning truck priced at <br />approximately $230,000. <br />
