Schwieters Final Plat, Text Amendment, Site Plan and CUP's <br />Page 2 <br />site, to be donated to the City to connect to Clearwater Creek Preserve park to the west. The final <br />plat meets the preliminary plat and lot requirements in the zoning district. <br />The property totals approximately 30 acres with 11 acres of wetland throughout the site. The <br />property is zoned Business Park (BP) and is guided as Business Park (BP) in 2030 <br />Comprehensive Plan. <br />The applicant is also requesting approval of a site plan for a 144,000 square foot <br />manufacturing/warehouse building with associated parking and exterior storage. The applicant is <br />also requesting a conditional use permit (CUP) for the exterior storage and for a campus <br />development to allow multiple buildings on one parcel. The applicant is showing future phases <br />on the site plan that include additional buildings. The first phase of the development would be <br />the 144,000 square foot manufacturing/warehouse building. The office space and parking lot <br />would be on the east side of the building. The raw lumber materials would be stored north of the <br />building, and finished product (floor panels and roof trusses) would be stored on the south side <br />of the building. Phase 2 consists of a proposed 45,000 square foot warehouse building located in <br />the northwest corner of the site. Phase 3 consists of two proposed office/warehouse buildings, <br />one 12,000 square feet and one 15,000 square feet, located along the eastern portion of the site. <br />The applicant is only requesting site plan approval for the first phase which includes the 144,000 <br />square foot manufacturing/warehouse building. Each new building will be required to formally <br />apply for site plan approval for consideration by the Planning Commission and City Council. A <br />zoning text amendment is required to allow raw lumber material to be stored outdoors. <br />3. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The properties to the north are zoned Planned Unit Development (PUD) and are occupied by <br />townhome developments. The properties to the east are zoned General Industrial (I-3) and are <br />occupied by industrial businesses. The property to the south is zoned Business Park (BP) and is <br />occupied by the Xcel Energy Training Center. The property to the west is zoned Large Lot <br />Single Family Residential (R-1) and is occupied by the City owned Clearwater Creek Preserve <br />park. <br />B. Existing Site Characteristics <br />The property consists of farmland, woods, and wetlands. The wetlands are located within the <br />wooded areas and two wetland basins are located in the center of the site. <br />4. BACKGROUND: <br />It is January 8, 2018, meeting the City Council reviewed and commented on a sketch plan for <br />this development. The development that is proposed with these applications is very similar to <br />what the City Council reviewed. During the sketch plan review the City Council had questions <br />on the phasing and wanted to ensure the exterior storage was adequately screened from view. <br />There were comments from Councilmembers that the plan was generally good. <br />
