REVISION 1.2 <br />This revised application incorporates the project evolution and additional information requested since the <br />March 2018 submittal of the initial application. The initial application presented four (4) project alternatives and <br />proposed on -site wetland mitigation. <br />The Addendum, submitted March 30, 2018, addressed preliminary Army Corps of Engineers comment. The <br />March 30th addendum included off -site alternative analysis of four (4) alternate locations. An additional fifth <br />(5th) project alternative, dated 3/29/18, was presented which reduced wetland impact from 1.07 to 0.91 acres. <br />The additional avoidance and minimization was accomplished by eliminating one lot (Lot 10 of Block 1 was <br />eliminated) and the use of a retaining wall, rather than a side slope, below the cul-de-sac above wetland P in the <br />southeast part of the development. Additional impact reduction was not feasible from engineering and safety <br />standpoints. As explained in the addendum, wetland BB could not be avoided since the existing elevation of BB <br />is higher than adjacent Street 1 and stormwater Pond 8. Therefore, the hydrology to BB, which is surface water <br />dependent, would be cut-off by the development of the surrounding land. The elevation of Pond 8 is dictated <br />by run-on drainage from the south and the elevation of Street 1 is dictated by the elevation of Wetland B. <br />Impact reduction to wetland L, in the back yard of Lot 12 along the east side of Street 3, could be achieved by <br />installing a retaining wall at that location. This option is not feasible from a safety perspective since a retaining <br />wall in a back yard would present a hazard to small children playing there, or to residents otherwise using this <br />outdoor living space. <br />At the conclusion of the April 23 d TEP meeting it was determined that a revised Wetland Replacement Plan <br />application, rather than another addendum, should be submitted. The email (April 241h ) listing the additional <br />information needed, as summarized in the April 23 d meeting is attached. In order to relieve the reviewer from <br />the tedium of reviewing documentation previously submitted, additional verbiage in this revised application will <br />betyped in Courier New font. <br />
