<br /> <br />Call to Order <br /> <br />Mayor Weidt called the meeting to order at 7:04 p.m. <br /> <br />PRESENT: Haas, Klein, Miron, Weidt <br />ABSENT: Petryk <br /> <br />ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer <br />Mark Erichson, Community Development Assistant Rachel Leitz, and City Clerk Michele Lindau <br /> <br />Minutes for the April 2, 2018 City Council Meeting <br /> <br />Klein made motion, Miron seconded, to approve the minutes for the City Council meeting on <br />April 2, 2018, as presented. <br /> <br />All Ayes. Motion carried. <br /> <br />Approval of the Agenda <br /> <br />Weidt made motion, Klein seconded, to approve the agenda as presented. <br /> <br />All Ayes. Motion carried <br /> <br />Northeast Youth & Family Services Annual Report – President & CEO Jerry Hromatka <br /> <br />Jerry Hromatka, President and CEO of the Northeast Youth & Family Services, presented to <br />Council their annual report. Jerry talked about the changes in their non-profit organization over <br />the years, explaining that people are starting to understand that mental health is not a character <br />flaw. Jerry explained they now serve approximately 4,000 people in 15 municipalities, with the <br />primary age being 15-21 years old. There is a clinic in Shoreview and White Bear Lake, and they <br />are located in many schools. Jerry explained that approximately 85% of their money goes to <br />programs such as their diversion program, senior chore program, and mental health day treatment <br />program. The NYFS has shifted from contracts to fees with about 60% of their budget coming <br />from fees. Hugo pays $6,000 to NYFS annually, and this is considered a grant, which helps the <br />NYFS receive money in matching grants. Jerry talked about the importance of partnerships and <br />thanked the City for their support. <br /> <br />Approval of the Consent Agenda <br /> <br />Haas made motion, Miron seconded, to approve the following Consent Agenda items: <br /> <br />1. Approval of Claims <br />2.
