BACKGROUND: <br />Tough Mudder has submitted an application for a Special Event Permit to hold a two- <br />day endurance sport event at Wild Wings Game Farm on July 14-15, 2018. Tough <br />Mudder is a for profit company located in Brooklyn, New York, who holds <br />approximately 50 events throughout the United States, Canada, United Kingdom, and <br />Australia. This requires a Special Event Permit approved by Council because there <br />will be approximately 8,300 run participants and 1,500 spectators, impacts to public <br />streets, use of an amplified sound system, and alcohol served. <br />2. DESCRIPTION OF EVENT: <br />Participants will run a 10-12 mile course with approximately 20 obstacles throughout <br />the Wild Wings Game Farm property located at the southeast corner of Irish Avenue <br />and 152nd Street. There will be approximately 7,700 participants on Saturday and 600 <br />on Sunday, in addition to approximately 1,500 spectators attending over the weekend. <br />This is the third year the Tough Mudder has been in Hugo. A Friday event was held last <br />year, but will not be held this year. <br />The event will be held as outlined below. <br />• Parking and Impacts to traffic <br />The applicant has contracted with a professional parking management company to <br />manage parking operations including lot layout, signage, cash collection, and directing <br />of cars. An additional parking area was added last year on the west side of Irish Avenue, <br />south of 152nd Street, which helped to move cars off the road more efficiently. The same <br />parking arrangement will be used this year. <br />• Cost <br />Participation in the event requires registration and payment of approximately $150-200 <br />per person based on a tiered pricing schedule, dependent on when registration takes <br />place. There will also be a $15 -20 fee for parking and a $10 fee for a bag drop <br />(personal belongings dropped in a secure location during the run). <br />
