BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MONDAY, JUNE 18, 2018 D.1 Approval of Minutes for June 4, 2018 City Council Meeting Staff recommends Council approve the minutes for the City Council meeting on June 4, 2018, as presented. F.1 Washington County Sheriffs Office Annual Report — Sheriff Dan Starry Washington County Sheriff Dan Starry will be in attendance and present the Department's Annual Report for 2017. G. 1 Approve Claims Roster Staff recommends Council approve the Claims Roster as presented. G. 2 Approve Special Event Permit for Tough Mudder at Wild Wings July 14 and 15, 2018 Tough Mudder has applied for a Special Event Permit to hold the Tough Mudder at Wild Wings Game Farm, 14814 Irish Avenue North, on the weekend of July 141 and 15th. Tough Mudder holds approximately 50 events throughout the United States, Canada, United Kingdom, and Australia. This requires a Special Event Permit approved by Council because there will be approximately 10,000 run participants plus spectators, impacts to public streets, use of an amplified sound system, and alcohol served. Participants will run a 10-12 mile course with approximately 20 obstacles throughout the Wild Wings Game Farm. Additionally this year there will be a 5K course. This is the third year the Tough Mudder has been in Hugo. A Friday event was held last year, but will not be held this year. Staff has worked with the applicant on the event and recommends Council approve the event subject to the conditions in the staff memo. G.3 Approve Temporary Liquor License for the North Star Gay Rodeo MN North Star Gay Rodeo Association (NSGRA) has applied for a Temporary On -Sale Liquor License to serve alcohol at their event on July 28-29, 2018. NSGRA is a non-profit located in Minneapolis that has held this event for several years. The area where alcohol will be served will be surrounded by a fence, and two Washington County Deputies will be present. The applicant has paid the license fee and submitted proof of Liquor Liability Insurance. Staff recommends Council approve the Temporary Liquor License for the North Star Gay Rodeo. GA Approve Pay Request No. 2 to Diverse Construction Services, LLC for the Fire Hall Roof Diverse Construction Services, LLC, has submitted Pay Request No. 2 for work done to date on the replacement of the Fire Hall roof and rooftop equipment. The work has been reviewed by Building Official Chuck Preisler who recommends Council approve Pay Request No. 2 in the amount of $88,557.39.
