Hugo City Council Meeting Minutes for June 18, 2018 <br />Page 3 of 5 <br />Public Heariniz on Vacation of Drainage and Utility Easement for Roy Molitor 2"1 Addition, <br />Outlot A <br />Community Development Director Rachel Juba explained that Schwieters Properties requested a <br />vacation of the existing drainage and utility easement located over Outlot A, Roy Molitor 2nd <br />Addition. The property is generally located south of 140th, west of Fenway Blvd. Outlot A will be <br />used for the development of Roy Molitor Yd Addition for the Schwieters Properties expansion. <br />New drainage and utility easements will be placed on the lots at the time the final plat was <br />recorded. Juba stated staff was comfortable with the applicant's requests to vacate the easements <br />and requested Council hold the public hearing and approve the notice to vacate. <br />Mayor Weidt opened the public hearing. There was no one present who wished to speak, and the <br />Weidt closed the public hearing. <br />Haas made motion, Petryk seconded, to approve the notice to vacate the drainage and utility <br />easement located over Outlot A, Roy Molitor 2nd Addition. <br />All Ayes. Motion carried. <br />Approve Resolution Authorizing Preparation of Bids and Specification for the 1301h Street <br />and Utility Improvement Project <br />City Engineer Mark Erichson presented information on the 130th Street and Utility Improvement <br />Project, which is anticipated to be constructed during the 2019 construction season. At the <br />September 18, 2017, City Council meeting, staff was authorized to complete wetland delineations <br />and soil borings and look into potential ROW needs for the improvements. Staff had completed <br />these activities and was requesting authorization to prepare plans and specifications for the 130th <br />Street and Utility Improvement Project. Erichson explained the Adelaide Landing development is <br />responsible for 44% of the project costs totaling $1,566,520. The total project cost is estimated at <br />$3,558,000. With each of the first three phases of the Adelaide Landing development, the <br />developer is to provide a financial guarantee to the City in an amount equal to $521,840.00. <br />Having recently approved the final plat for the Adelaide 2nd Addition, the City will be in receipt <br />of $1,043,680. The developers of Beaver Ponds had also contributed to the future improvement <br />of 130th at the time Beaver Ponds was developed. Improvements would include an urban section <br />roadway with a roundabout at Flay Avenue and 130th Street and a pedestrian trail. <br />Miron made motion, Klein seconded, to approve RESOLUTION 2018 —18 ORDERING THE <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR THE PROPOSED 130TH STREET <br />AND UTILITY IMPROVEMENT PROJECT. <br />All Ayes. Motion carried. <br />Update on Local Assessor Search <br />City Administrator Bryan Bear provided a recap of the City's search for a local assessor after the <br />resignation of Dan Raboin. Dan accepted a position with Washington County on May 25, 2018, <br />which triggered the beginning of the 90 -day requirement for the City to have an assessor. <br />Property owners were having their questions answered by City staff and referred to the County for <br />
