<br />Adoption of Consent Agenda Including Approval of 2019 Salary Matrix and Mid -Term Salary Adjustments
<br />BACKGROUND
<br />In 2001, the City Council adopted a salary matrix consistent with cities of comparable size to the City of Hugo, and a
<br />step structure that would allow employees to grow in their positions and be compensated accordingly. The matrix was
<br />prepared by Helping Minnesota Cities, Inc., independent from the Council and City staff to ensure impartiality, but more
<br />importantly, to reflect the current market's salaries and wage rates.
<br />This original matrix contained 11 pay grades. Each pay grade contained a minimum salary and six steps employees
<br />could climb to get to their pay grade maximum. In 2009, due to market conditions, an additional pay grade was added.
<br />The matrix has been a valuable tool for attracting and retaining city employees. Each year the Finance Department
<br />compares our matrix to other metro area cities as well as to economic gauges, such as the Consumer Price Index. The
<br />matrix is then periodically updated to reflect inflation and current market conditions. The following is the matrix being
<br />used in 2018:
