<br />The Finance Department recently compared the compensation for each City position with those of other metro area
<br />cities of comparable population. Based on this analysis staff is recommending the following adjustments to the matrix
<br />for the 2019 fiscal year: Adjusting the matrix upward by 3% and adding two additional pay grades (13 and 14).
<br />The Consumer Price Index for All Urban Consumers (CPI -U) in the Midwest advanced 2.3 percent from May 2017 to May
<br />2018. The energy index, which includes motor fuel, rose 11.3 percent and food prices increased 1.0 percent. Excluding
<br />food and energy, the CPI -U was up 1.7 percent over the year. But the cost for gasoline rose 7.7 percent in the month of
<br />May alone. This leads me to believe that adjusting the salary matrix by 3% will help our employees maintain their
<br />buying power going into 2019. Also, based on current market conditions, it is necessary to add two more pay grades to
<br />the matrix. The following matrix will then be used for assembling the 2019 operating budget and salary resolution:

<br />Periodically the City Administrator recommends moving a position to a higher pay grade based on a performance
<br />evaluation. City Administrator Bryan Bear is recommending that the City Clerk be moved from Pay Grade 7 Maximum
<br />(2018 matrix) to Pay Grade 8 Step 4 (2018 matrix) effective with the payroll period beginning 06/25/18 and ending
<br />07/08/18.
<br />Also, on June 25t", the Mayor and City Council conducted the annual performance evaluation of City Administrator
<br />Bryan Bear and are recommending moving his position from Pay Grade 12 Maximum (2018 matrix) to Pay Grade 13
<br />Step 5 (2019 matrix) effective with the payroll period beginning 06/25/18 and ending 07/08/18. This would then align
<br />the pay range for the City Administrator closer to what other area cities are either paying or including in their
<br />recruitment materials. It is, of course, also meant to recognize him for his superb management and leadership skills.
