2019 Salary Matrix
Page 2
The Finance Department recently compared the compensation for each City position with those of other metro area
cities of comparable population. Based on this analysis staff is recommending the following adjustments to the matrix
for the 2019 fiscal year: Adjusting the matrix upward by 3% and adding two additional pay grades (13 and 14).
The Consumer Price Index for All Urban Consumers (CPI -U) in the Midwest advanced 2.3 percent from May 2017 to May
2018. The energy index, which includes motor fuel, rose 11.3 percent and food prices increased 1.0 percent. Excluding
food and energy, the CPI -U was up 1.7 percent over the year. But the cost for gasoline rose 7.7 percent in the month of
May alone. This leads me to believe that adjusting the salary matrix by 3% will help our employees maintain their
buying power going into 2019. Also, based on current market conditions, it is necessary to add two more pay grades to
the matrix. The following matrix will then be used for assembling the 2019 operating budget and salary resolution:
*Subject to compensation limits contained in Minn. Statute 43A.17
Periodically the City Administrator recommends moving a position to a higher pay grade based on a performance
evaluation. City Administrator Bryan Bear is recommending that the City Clerk be moved from Pay Grade 7 Maximum
(2018 matrix) to Pay Grade 8 Step 4 (2018 matrix) effective with the payroll period beginning 06/25/18 and ending
07/08/18.
Also, on June 25t", the Mayor and City Council conducted the annual performance evaluation of City Administrator
Bryan Bear and are recommending moving his position from Pay Grade 12 Maximum (2018 matrix) to Pay Grade 13
Step 5 (2019 matrix) effective with the payroll period beginning 06/25/18 and ending 07/08/18. This would then align
the pay range for the City Administrator closer to what other area cities are either paying or including in their
recruitment materials. It is, of course, also meant to recognize him for his superb management and leadership skills.
RECOMMENDATIOaN
The Finance Director recommends Adoption of Consent Agenda Including Approval of 2019 Salary Matrix and Mid -Term
Salary Adjustments
2019 Salary Step Structure
Adjustment
103.00%
103.00%
103.00%
103.00%
103.00%
103.00%
103.00%
Pay Grade
Minimum
Step 1
Step 2
Step 3
Step 4
Step 5
Maximum
'1
$30,547
$31,924
$33,359
$35,098
$36,428
$38,068
$39,796
2
34,367
35,913
37,530
39,219
40,982
42,828
44,771
3
38,663
40,401
42,221
44,120
46,106
48,181
50,367
4
43,494
45,453
47,498
49,636
51,869
54,203
56,662
5
48,932
51,133
53,434
55,839
58,351
60,977
63,745
6
55,048
57,526
60,114
62,820
65,644
68,601
71,712
7
61,929
64,715
67,627
70,671
73,851
77,175
80,677
8
69,671
72,804
76,082
79,504
83,082
86,819
90,761
9
78,380
81,906
85,592
89,442
93,468
97,675
102,106
10
88,177
92,143
96,291
100,625
105,153
109,884
114,870
11
99,199
103,662
108,328
113,202
118,295
123,620
129,230
12
111,601
116,621
121,868
127,353
133,083
139,074
145,383
13
125,551
131,199
137,101
143,272
149,718
156,458
163,556
14
141,245
147,599
154,239
161,181
168,433*
1 d6,io o
184,000*
*Subject to compensation limits contained in Minn.
