The Preserve on Sunset Lake- Sketch Plan <br />Page 6 <br />Avenue. The applicant is proposing a very small outlot (Outlot C) to have access to Sunset Lake, <br />which may include a private dock. <br />With the preliminary plat the applicant will be required to dedicate additional right-of-way for <br />125th Street and CSAH 7. Further analysis will be completed at the time of preliminary plat to <br />determine the dimensions of the right-of-way needs. <br />Park, Trails, and Open Space <br />The City Code requires either park dedication to be 10 percent of the buildable land area <br />(approximately 135 acres) or cash -in -lieu of land (currently $2,400 per lot). The cash -in -lieu of <br />land would be $31,200 at the current rate. The applicant has indicated that they would dedicate a <br />1.20 acre strip of land along the south side of Sunset Lake to expand on an existing City owned <br />park property (.71 acres) that was dedicated to the City with the Royal Haven Estates <br />development. The City has not improved this property to provide access to the lake. The <br />remaining park dedication is proposed to be satisfied with fees. <br />The applicant is also proposing Outlot A to be HOA open space with mulch trails meandering <br />through the open space. The trail would not be maintained by the city and would not be available <br />for public use. The applicant will be required to provide a maintenance plan for the open space <br />with a preliminary plat application. There will need to be language in the HOA documents about <br />maintenance of the open space and a deed restriction, or similar, to limit the outlot from being <br />built on for a home site or sold. <br />The Parks Commission reviewed the sketch plan at its June 20, 2018, meeting. Staff <br />recommended dedication of the outlot adjacent to the City owned property. There is not a public <br />boat launch on Sunset Lake. The Parks, Trails, and Open Space Plan does not identify a need for <br />a neighborhood park in this area because it is outside of the Metropolitan Urban Service Area <br />(MUSA). However, the Parks Plan states that "providing access to and protecting Hugo's water <br />resources including wetlands, lakes, and streams is encouraged to build a connected, multi- <br />function parks system". With the 2040 Comprehensive Plan updates, residents expressed a <br />desire to see "natural water amenities for outdoor activities such as boating and winter fishing." <br />At this time, Staff does not think that the city park property would be suitable for a boat launch <br />because of the parking that would be needed. Staff does think that with an expansion, a City <br />park could offer a fishing pier, walk-in canoe access, or such features. A small parking lot could <br />be constructed with a park expansion to accommodate that level of use. Not all residents within <br />walking distance of the City park property currently have lake access. Staff also recommended <br />that Outlot A remain HOA owned and maintained. <br />Staff has discussed with the developer a trail on the south side of 125th Street North. City -owned <br />trails are shown in the trails plan along 125th Street North and CSAH 7 which is also named Illies <br />Avenue North and 120th Street. There are no existing trails in this area. To the south, neither the <br />City of Grant nor Washington County show a future trail on County Road 7 in their trail plans. <br />Staff has recommended a trail to be constructed along 125th Street to provide access to the future <br />park from the proposed development and existing neighborhoods. <br />
