The proposed development consists of the original 136 acre <br />Wlashin parcel. The proposal includes maintaining the original homestead as a 10-acre parcel that will <br />maintain access on Illies Avenue, adding 1-acre to 7755 125th Street, and adds 12 lots on the remaining 125 <br />acres. Our review is based on the Sketch Plan submitted by Cheldon Frank dated May 21, 2018. We will <br />provide a more in-depth review of this project once detailed plans are provided by the applicant. <br />Based on our review, we offer the following comments regarding the concept plan: <br />Grading and Drainage <br />1. Wetlands: The site contains wetlands on the east -central portion of the site and are proposed to be <br />entirely located in an Outlot and not be impacted by road construction or future home sites. A wetland <br />delineation will be needed to identify the wetland boundary as a proposed trail will extend around the <br />wetland and cross in one location. The applicant will need to to work with the TEP, the City Water <br />Resources Engineer and Environmental Scientist as the project moves forward to obtain the necessary <br />permit(s) related to the wetland delineation and sequencing/avoidance. It appears wetland avoidance is <br />achievable and mitigation will not be needed. <br />2. Storm Water Management: The applicant will need to obtain a permit from the City for their Storm <br />Water Management Plan within the site, including the appropriate storage, rate control, treatment, and <br />volume reduction. The applicant proposes to utilize swales, culverts and ponding. Stormwater <br />management requirements are listed below: <br />The site must meet volume reduction requirements of treating 1.1 inches off new <br />impervious areas. <br />Rate control from the site must be less than existing for the 2-year, and 10-year rainfall <br />event.
