Adoption of the Consent Agenda approved the reduction of the letter of credit to <br />$118,976 for the improvements in the Fable Hills 5th Addition. <br /> <br />Approve Permit for Merrick, Inc. for Purse Bingo at Hugo Legion on August 6, 2018 <br /> <br />Merrick, Inc., which serves adults with developmental disabilities throughout the Twin Cities, <br />had applied for approval of an Off-Site Gambling Permit to conduct Purse Bingo for the <br />Hugo American Legion on Monday, August 6, 2018. The Gambling Control Board allows <br />an organization to give consent for a second organization to run bingo, provided they complete <br />the proper forms. Adoption of the Consent Agenda approved the Off-Site Gambling Permit for <br />Merrick, Inc. to conduct Purse Bingo at the Hugo American Legion. <br /> <br />Approve Location of Drug Takeback Box at Hugo City Hall <br /> <br />In the past, Council had indicated an interest in having a drug takeback box to be located at Hugo <br />City Hall. This would be a part of Washington County’s drug takeback program that provides a <br />place for residents to get rid of unwanted medications in a safe manner. The box would be located <br />in the northeast corner of the City Hall lobby. This box would be anchored to the wall or floor and <br />monitored by the Washington County Sheriff’s Office. <br /> <br />Mayor Weidt removed this from the Consent Agenda to allow Sheriff Dan Starry to talk about the <br />program. Starry stated that, so far, the County has collected over 38,000 pounds of unwanted <br />medication, helping reduce the chance of prescription medicines being used in the wrong manner. <br />The closest takeback box for Hugo residents is located in the Forest Lake Service Center. The <br />Sheriff’s Office has worked with the Washington County Public Health Director to obtain a box to <br />be located in Hugo. Starry stated that this will be the fifth box located in Washington County and <br />the first one located off County-owned property. He also talked about the opioid epidemic and <br />Minnesota being one of the hubs for trafficking. Washington County is one of five counties that <br />received federal funding for takeback boxes. <br /> <br />Weidt made motion, Haas seconded, to approve a drug takeback box to be located in Hugo City <br />Hall. <br /> <br />All Ayes. Motion carried. <br /> <br />Weidt made motion, Haas seconded, to present a plaque to Sheriff Dan Starry congratulating him <br />on his 25 years of service to the residents of Washington County. <br /> <br />All Ayes. Motion carried. <br /> <br />The Preserve on Sunset Lake Sketch Plan <br /> <br />Shlayba Inc. (Cheldon Frank) applied for review and comments on a sketch plan for the <br />subdivision of a 135 acre site for the development of 13 single family homes to be known as <br />“The Preserve on Sunset Lake”. Community Development Director Rachel Juba explained the <br />property is located off 125th Street, southwest of Sunset Lake, and a plat was approved on the <br />same property in 2006 for 39 lots to be known as “Sunset Shores”. At that time, the ordinance <br />allowed density bonuses, but it had since been rescinded. The property has existing wetlands, <br />but is primarily farm fields and is located in the Rural Residential District where the density is
