Agenda Number: G. 10 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION <br />STAFF REPORT <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Planner <br />SUBJECT: CPDC — Pratt — Oakwood, LPP —Preliminary Plat and PUD General <br />Plan for a residential development to be known as "Oneka Place" <br />DATE: May 17, 2018, for the City Council meeting of May 21, 2018 <br />ZONING: Single Family Detached Residential (R-3) <br />LAND USE: Low Density Residential (LD) and Medium Density Residential (MD) <br />DEADLINE DATE: May 29, 2018 <br />1. PLANNING COMMISSION UPDATE: <br />At its May 10, 2018, meeting the Planning Commission held a public hearing and considered the <br />request. There were 5 people who spoke at the public hearing. One property owner west of the <br />development stated that they would like a fence along their property line to discourage people <br />from trespassing. The developer stated that there is really only one area of the plan at abuts the <br />property along Street 1 and the rest is buffered by wetlands. <br />Another property owner asked the Planning Commission to keep its opinions open in regards to <br />allowing a connection from the Farnham Avenue road stub, if development occurs on the <br />property owners land to the east in the future. Staff stated that the extension of the road could go <br />through Outlot J (proposed to be dedicated to the City). It's in staff s opinion, after talking with <br />the City Attorney, that there is a possibility to construct a road from Farnham Avenue to the <br />property to the east, if it develops or if the Parks Commission decides a parking lot is necessary <br />to serve the park. If the property develops, the road would be constructed and paid for by the <br />developer. <br />
