Page 2 <br />The property owner to the north asked if utilities would be installed up to their property. Staff <br />stated that water and sewer would be installed up to their property, but a lift station would need <br />to be installed to the north to serve the properties with sanitary sewer. <br />There was a resident that had concerns about traffic along Oneka Parkway and Elmcrest Avenue <br />with the addition of the development. Staff stated that the roads can handle the additional traffic. <br />The Planning Commission stated that they generally liked the proposed development. One <br />Commissioner stated that they thought the development would fit in with the surrounding <br />neighborhoods. One Commissioner stated they would like to see the developer put more bends in <br />the roads to break up the long row of homes and provide additional buffers and transitions to <br />adjacent properties. The Commission liked the preservation of natural resources and utilizing a <br />portion of the development as public open space. The Planning Commission unanimously <br />recommended approval to the City Council of the Oneka Place development, subject to the <br />conditions listed in the draft resolutions. <br />2. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a Preliminary Plat and Planned Unit Development (PUD) <br />for a residential development. The property totals 117.5 acres and is comprised of 3 parcels. The <br />preliminary plat includes 177 single family residential lots and 10 outlots to be known as "Oneka <br />Place". <br />The PUD General Plan will be for all 117.5 acres of the property and is proposed to be rezoned <br />from Future Urban Service (FUS) to Planned Unit Development (PUD). The property includes <br />wetlands for a total buildable acreage of 90 acres. <br />The applicant is requesting PUD flexibility on the following: <br />• Flexibility to allow various lot sizes with a minimum lot size of 7,492 square feet, where <br />10,400 square feet is required. <br />• Flexibility to allow various lot width with a minimum lot width of 55 feet, where 80 feet is <br />required. <br />• Flexibility to allow a minimum front setback of 25 feet, where 30 feet is required. <br />• Flexibility to allow a minimum side yard setback of 7.5 feet, where 10 feet is required. <br />• Flexibility to allow a minimum right-of-way width of 54 feet, where 60 feet is required. <br />In exchange for this flexibility, the developer is: <br />• Designing a more sensitive proposal, with less density, than would have been the case with <br />the use of the standard R-3 zoning district. <br />• Providing additional upland for a park, that exceeds the City standards for park dedication <br />requirements. <br />Providing a public trail along some roads to connect to existing trails in the adjacent <br />developments and to the future park. <br />
