Approve Permit for Merrick, Inc. for Purse Bingo at Hugo Legion on August 6, 2018 Merrick, Inc., which serves adults with developmental disabilities throughout the Twin Cities, had applied for approval of an Off -Site Gambling Permit to conduct Purse Bingo for the Hugo American Legion on Monday, August 6, 2018. The Gambling Control Board allows an organization to give consent for a second organization to run bingo, provided they complete the proper forms. Adoption of the Consent Agenda approved the Off -Site Gambling Permit for Merrick, Inc. to conduct Purse Bingo at the Hugo American Legion. Approve Location of Drug Takeback Box at Hugo City Hall In the past, Council had indicated an interest in having a drug takeback box to be located at Hugo City Hall. This would be a part of Washington County's drug takeback program that provides a place for residents to get rid of unwanted medications in a safe manner. The box would be located in the northeast corner of the City Hall lobby. This box would be anchored to the wall or floor and monitored by the Washington County Sheriff's Office. Mayor Weidt removed this from the Consent Agenda to allow Sheriff Dan Starry to talk about the program. Starry stated that, so far, the County has collected over 38,000 pounds of unwanted medication, helping reduce the chance of prescription medicines being used in the wrong manner. The closest takeback box for Hugo residents is located in the Forest Lake Service Center. The Sheriff's Office has worked with the Washington County Public Health Director to obtain a box to be located in Hugo. Starry stated that this will be the fifth box located in Washington County and the first one located off County -owned property. He also talked about the opioid epidemic and Minnesota being one of the hubs for trafficking. Washington County is one of five counties that received federal funding for takeback boxes. Weidt made motion, Haas seconded, to approve a drug takeback box to be located in Hugo City Hall. All Ayes. Motion carried. The Preserve on Sunset Lake Sketch Plan Shlayba Inc. (Cheldon Frank) applied for review and comments on a sketch plan for the subdivision of a 135 acre site for the development of 13 single family homes to be known as "The Preserve on Sunset Lake". Community Development Director Rachel Juba explained the property is located off 125th Street, southwest of Sunset Lake, and a plat was approved on the same property in 2006 for 39 lots to be known as "Sunset Shores". At that time, the ordinance allowed density bonuses, but it had since been rescinded.
