Project. The City of Hugo received $30,000 from the Rice Creek Watershed District and <br />$200,000 from the Metropolitan Council towards this project. The project consisted of the <br />construction of a stormwater irrigation system at the 30-acre Water's Edge townhome area, <br />conserving an estimated 16.9 million gallons of groundwater annually. In the fall of 2017, the <br />construction of the Water's Edge Stormwater Reuse system was completed and the only <br />remaining work to be completed was the installation of the electrical transformer and connection <br />to power. On July 3, 2018, Peterson Companies completed the startup of the Water's Edge <br />Reuse system with Birch, the HOA's irrigation contractor. Peterson Companies worked with <br />Birch to get the pump system specifically programmed for the HOA's irrigation system. <br />Following this, on July 11, 2018, Peterson Companies conducted a successful startup of the reuse <br />system with representatives from the City, WSB, and RCWD in attendance. The City is now in <br />the process of completing the educational signage for the reuse project and plan to have this <br />installed as soon as possible. Staff has received the necessary contract closeout documentation <br />from Peterson Companies and staff is therefore recommending the acceptance of the <br />improvements and payment of the final voucher for the Water's Edge Water Reuse Project. <br />G.6 Approve Pay Request No. I for Oneka Lake Boulevard/Harrow Avenue Improvement <br />Project <br />Pay Request No. 1 is for work performed through July 31, 2018. The contractor has the first <br />layer of bituminous place on the entire project and is expected to be completed with the project <br />mid to late August. Staff is recommending approval of Payment Voucher No. 1. <br />G.7 Approve Resolution Approving Final Plat and Development Agreement for Oneka <br />Place <br />CPDC- Pratt -Oakwood, LLP, is requesting approval of a final plat on a 117 acre parcel located <br />north of Oneka Parkway and 159th Street. The site is currently vacant. The City Council <br />approved the preliminary plat and PUD for Oneka Place at its May 21, 2018, meeting. The final <br />plat will plat 54 lots from the Oneka Place preliminary plat. The lots meet the minimum lot <br />standards and requirements outlined in the regulations for the Oneka Place PUD. Staff <br />recommends approval the resolution approving the Final Plat and Development Agreement for <br />Oneka Place. <br />G.8 Approve Purchasing Agreement with HGAC for Cooperative Purchasing <br />Minnesota Statutes allow municipalities to purchase supplies, materials, or equipment without <br />regard to the competitive bidding requirements if the purchase is through a national purchasing <br />alliance or cooperative. The Houston -Galveston Area Council (HGAC) is a nationwide <br />procurement service that primarily deals with capital equipment for use by Public Safety and <br />Public Works departments across the United States. There are over six thousand local <br />governments, including 199 Minnesota public entities, that utilize their services. HGAC offers <br />an expedited procurement process that can eliminate the need for preparing detailed <br />specifications while satisfying all other requirements for competitive bidding. The City of Hugo <br />can use their services by entering into a contract which can be terminated upon 30 days written <br />notice. Staff recommends Council approve the execution of a membership contract with HGAC, <br />subject to review and approval by the City Attorney. <br />
