Hugo City Council Meeting Minutes for August 6, 2018 <br />Page 5 of 11 <br />late August. Adoption of the Consent Agenda approved Payment Voucher No. 1 to North <br />Valley, Inc. in the amount of $357,155.64 for work on the Oneka Lake Boulevard/Harrow <br />Avenue Improvement Project. <br />Approve Resolution Approving Final Plat and Development Agreement for Oneka Place <br />CPDC- Pratt -Oakwood, LLP, had requested approval of a final plat on a 117 acre parcel located <br />north of Oneka Parkway and 159th Street. The site was currently vacant. The City Council <br />approved the Preliminary Plat and PUD for Oneka Place at its May 21, 2018, meeting. The final <br />plat will plat 54 lots from the Oneka Place preliminary plat. The lots met the minimum lot <br />standards and requirements outlined in the regulations for the Oneka Place PUD. Adoption of the <br />Consent Agenda approved RESOLUTION 2018-22 APPROVING FINAL PLAT AND <br />DEVELOPMENT AGREEMENT FOR CPDC — Pratt — Oakwood, LLP, ON PROPERTY <br />LOCATED NORTH OF ONEKA PARKWAY AND NORTH OF 159TH STREET FOR <br />ONEKA PLACE. <br />Approve Purchasing Agreement with HGAC for Cooperative Purchasing <br />Minnesota Statutes allows municipalities to purchase supplies, materials, or equipment without <br />regard to the competitive bidding requirements if the purchase is through a national purchasing <br />alliance or cooperative. The Houston -Galveston Area Council (HGAC) is a nationwide <br />procurement service that primarily deals with capital equipment for use by Public Safety and <br />Public Works departments across the United States. There are over six thousand local <br />governments, including 199 Minnesota public entities that utilize their services. HGAC offers an <br />expedited procurement process that can eliminate the need for preparing detailed specifications <br />while satisfying all other requirements for competitive bidding. The City of Hugo can use their <br />services by entering into a contract which can be terminated upon 30 days written notice. <br />Adoption of the Consent Agenda approved the execution of a membership contract with HGAC, <br />subject to review and approval by the City Attorney. <br />Approve Hiring of Hugo Residents Jacob Jorgenson and Timothy Olson as Probationary <br />Firefighters <br />Jacob Jorgenson and Timothy Olson have completed all the necessary requirements to be hired <br />as probationary firefighters. In addition to being available evenings and weekends, both have <br />daytime availability within their work schedule. Adoption of the Consent Agenda approved the <br />hiring of Jacob Jorgenson and Timothy Olson as probationary firefighters on the Hugo Fire <br />Department. <br />Approve Hiring of Lino Lakes Resident William Lusk as Probationary Firefighter <br />William Lusk has completed all the necessary requirements to be hired as a probationary <br />firefighter. William lives eight minutes away beyond the west edge of Hugo in Lino Lakes, <br />however he is employed with Schwieters and works behind the fire station. Schwieters will <br />permit William leave work for daytime calls. Staff recommends Council make an exception to <br />the City Code, which requires firefighters to reside within a six -minute radius of the Fire Hall. <br />Adoption of the Consent Agenda approved the hiring of William Lusk as a probationary <br />firefighter on the Hugo Fire Department. <br />
