Hugo City Council Meeting Minutes for August 6, 2018 <br />Page 6 of 11 <br />Approve Lawful Gambling Exempt Permit for North St. Paul, Maplewood, Oakdale <br />Rotary Club for Event at Wild Wings on September 14, 2018 <br />The North St. Paul, Maplewood, Oakdale Rotary have applied for a Lawful Gambling Exempt <br />Permit to conduct raffles at their event at Wild Wings on September 14, 2018. Adoption of the <br />Consent Agenda approved the Lawful Gambling Exempt Permit for the Rotary Club. <br />Approve Appointment of David Fry to the Hugo Planning Commission <br />Approve Appointment of Shawn Haag to the Hugo Parks Commission <br />Approve Appointment of Maria Mulvihill to the Hugo Board of Zoning Appeals and <br />Adjustments <br />On July 17, 2018, Council conducted interviews of six individuals to fill vacancies on Hugo's <br />commissions. Staff continues to work on the logistics of having alternate members on the <br />commissions and will be bringing forth a recommendation to Council at a future meeting. <br />Adoption of the Consent Agenda approved the appointment of David Fry to the Hugo Planning <br />Commission, Shawn Haag to the Hugo Parks Commission, and Maria Mulvihill to the Hugo <br />Board of Zoning Appeals and Adjustments. <br />Public Hearing on Vacation of Drainage and Utility Easement on Oneka Place <br />Development for Prairie Village Development <br />Community Development Director Rachel Juba explained that CPDC- Pratt -Oakwood, LLP, was <br />requesting a vacation of the existing drainage and utility easement located over a parcel that will <br />be used for the development of Oneka Place. The drainage and utility easement was used for <br />drainage from the Prairie Village development to the south. The drainage from that area will be <br />incorporated into the Oneka Place development. New drainage and utility easements will be <br />placed on the lots at the time the final plat is recorded. She explained that staff was comfortable <br />with the request to vacate the drainage and utility easements and recommend the City Council <br />approve the notice to vacate the drainage and utility easement. <br />Weidt opened the public hearing. After receiving no comments, he closed the public hearing. <br />Haas made motion, Klein seconded, to approve the notice to vacate the drainage and utility <br />easement. <br />All Ayes. Motion carried. <br />Approve Appointments of Hopkins Schoolhouse Committee Members <br />At its July 2, 2018 meeting, Council approved the formation of a committee to work on issues <br />related to the Hopkins schoolhouse, specifically to consider a grant application to put the <br />structure on the Historical Register while exploring private public partnerships. The seven - <br />member committee is to be made up of one member of each of the commissions, a staff member, <br />and two residents. Each commission has selected a member, and staff continues to work on <br />finding a second resident to serve. Staff recommended Council select a Council member to be on <br />the committee and appoint EDA Commissioner Cindy Petty, Parks Commissioner Cathy Arcand, <br />Historical Commissioner Cynthia Schoonover, Planning Commissioner Matthew Derr and <br />
