CI-FY OF <br />I.i * $ <br />Special Event Permit <br />EST. 1906 Memorandum <br />To: City Administrator Bryan Bear <br />From: City Clerk Michele Lindau <br />Date: September 13, 2018 for the September 17, 2018 City Council meeting <br />Re: Special Event Permit for Halloween Event "Hellwoods" <br />1. BACKGROUND: <br />Hugo City Code requires a Special Event Permit approved by Council for any event that <br />expects over 200 people in attendance, includes amplified music or sound, and/or extends <br />after dusk. <br />2. DESCRIPTION OF EVENT: <br />"Hellwoods" is a Halloween event to take place on the Woodloch Stable (Ramberg) <br />property, 5676 170th Street North, and on approximately 35 acres of the Macalus property <br />adjacent to the activity area on the Ramberg site. The event will take place from <br />September 28th to October 31' and is expected to draw approximately 2,500 people <br />during that time. "Hellwoods" is for individuals 14+ years of age and consists of a 35-45 <br />minute haunted walk through the woods on an established trail. From Sunday -Thursday <br />beginning on September 28, the haunted trail will be open from 7:30 p.m. with no entry <br />after 10 p.m. On Fridays, Saturdays, and Wednesday, October 31' (Halloween), no entry <br />will be permitted after 11 p.m. All visitors will be off the premises by midnight. <br />Below are details of the event. <br />*Cost <br />Admission fee for the Woods of Terror will be $25/person. There is no charge for <br />parking. <br />a Traffic <br />Parking on the site should be sufficient to move cars off the street and into the <br />parking lot efficiently. If there are issues with traffic backup on 170th Street, the <br />City will require an amendment to their plan to provide for more parking and/or <br />more parking attendants. There will be a lighted walkway from the lot to the <br />activity area. <br />a Parking <br />The parking lot will be located on the event property. Parking will be prohibited <br />along 170th Street and the applicant will locate an overflow parking area on the <br />site for staff approval. <br />
