Mayor and Council Members, <br />The residence of Henna Ave and 1651h St. met again in regards to the recent meeting of the solar plant. <br />Although we still strongly oppose the solar plant coming into our neighborhood we want to ensure that if <br />this is approved the by city, we are given what's needed to make the best of this worse situation possible. <br />With that said, our neighborhood has these requests: <br />Fencing <br />The reasoning to specific request is strictly for safety. There are young children and animals in this <br />neighborhood. A higher fence helps secure the solar plant area. It will also lessen the desire for people to <br />enter the site or make it harder for the site to be a dumping ground for unwanted items, which frequently <br />happens on 165th. <br />* Minimum of 1Oft in height <br />* Black or green coated <br />* Gate at entrance of road with a lock box for emergency vehicles <br />Trees and landscaping <br />Having appropriate screening will minimize the viewing of the solar plant. The plant must be screened year <br />round and properly maintained. Listed below are items we as neighborhood agreed would help block the <br />view and provide adequate screening to all surrounding properties. In addition to the specific requests <br />below, it is to be understood that any landscaping that dies must be replaced within a reasonable amount of <br />time. <br />*8-10 foot pine trees double staggered along all side of the property. <br />*Soil testing before trees are planted. This will help give options to what fertilizers are needed to help with <br />health and growth of landscaping. <br />*30 foot setback on West side of property line. <br />*East side trees be placed at the highest most point of the property. Roughly 125 yards away from the East <br />property line. See attached landscape overview. <br />*Trees along 165th to be at max height in burlap due to the wetlands and the height of 165th. Roughly 4'/2 <br />feet of height difference. <br />*Water and fertilize trees as needed. Inspections to be made at 6months, 1yr, 2yr and 3 years to ensure <br />landscaping is established and maintain and growing healthy. <br />
