BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING MONDAY, OCTOBER 1, 2018 D.1 September 17, 2018 City Council Meeting Staff recommends Council approve the minutes for the September 17, 2018, City Council meeting as presented. F.1 Forest Lake Area Schools 2018 Operating Levy Referendum — Superintendent Steve Massey Forest Lake Area School District has an operating referendum on the November 6, 2018, ballot to revoke and replace its current levy. Steve Massey, Forest Lake Area Schools Superintendent, will be at the meeting to present information on the 2018 Operating Levy Referendum and answer questions from the Council. G.1 Approval of Claims City staff recommends Council approve the Claims Roster as presented. G.2 Approve Annual Performance Review for Public Works Worker Adam Greeder In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal maintenance workers in the Hugo Public Works Department. On October 6, 2008, Adam became part of the department as a full-time employee as an apprentice for the Public Works Maintenance Worker. Public Works Director Scott Anderson recommends Council approve the annual performance review for Public Works Worker Adam Greeder. G.3 Approve Resignation of Community Development Intern Pierre Giguere and Approve Advertisement for Replacement Pierre Giguere began employment with the City on June 5, 2018, as a Community Development Assistant. Recently, Pierre accepted a job offer at a land development company, and he has submitted his letter of resignation. Staff recommends Council approve the letter of resignation from Pierre effective October 6, 2018, and advertisement for replacement. GA Approve Pay Request No.2 for Oneka Lake Boulevard/Harrow Avenue Improvement Proiect The City of Hugo has received Pay Request No. 2 from North Valley, Inc. for the Oneka Lake Boulevard/Harrow Avenue Improvement Project. City Engineer Mark Erichson has reviewed Pay Request No. 2 and found it to be satisfactory for work completed to date on this project. Staff recommends Council approve Pay Request No. 2 to North Valley, Inc. in the amount of $295,269.40 for work completed to date on the Oneka Lake Boulevard/Harrow Avenue Improvement Project. G.5 Approve Resolution Approving the Conditional Use Permit at 5725 148th Street North to Expand A Legal Non -Conforming Use — Kersten Scott Kersten is requesting a Conditional Use Permit (CUP) for an expansion of a legal non-
